Of course, 'France is the cloud jon. the horizon, and the pamphleteer asserts that she is justly provoked by the expan? sion and aggrandizement of Prussia. A co ord ing to the new pamphlet, NAPO? LEON is to be the apostle of reform, and to make the liberation of Germany the excuse for the coming war. France is to pick the quarrel, to select her allies, to fight the battle, and then-Germany is to reorganize lier liberties under the protection of France, | which would carry out the wishes of the people, as expressed by a popular vote. Bavaria is to be. untouched. Baden is to stand on its own legs. Saxony will take back her dynasty. Hanover is to be re? stored to its late owners, and increased by &e annexation of Westphalia and. Olden berg.. Prussia is to be driven beyond the Elbe, and is to be treated magnanimously; 'for it is never good to drive a courageous "people to despair." The final result is mmmed up as follows : "Wa do'not pretend that this plan would ;'mako all future wars impossible. It would "be too much to hope from human nature. The writer does not, of course, consider vhether Germany would accept the patron? age of France; whether the smaller States night not prefer cheap independence when heir big neighbor bad been subdued, and rhetherina conflict with united Prussia France might not be vanquished instead of victorious.
