pany, is nearly completed. The elevator build?
ing will be one hundred and thirty feet in
height, witb a front of two hundred and sev

A steamer has also been bought and is. to ;be
converted into a floating elevator at.Cairo, III.
An elevator building at the same point ia to be
erected by tho minois Central Railroad Com?
pany, and will be of the same dimensions as
the one at New Orleans. The grain comes
from points on the upper Mississippi, and wifl
not bear the cost of transportation by rail to
the Atlantic ports.

The first NAPOLEON, when meditating azt

pulse by issuing pamphlets which, summing
up the reasons pro and. con, concluded by
showing the neceBflity to France of- adopt?
ing -the line of conduct upon which the
Emperor bad privately determined. These
pamphlets wer o. sometimes anonymous,
eomcttimes written under a name, and, if j
the idea which they conveyed caused too
Warm an outbreak of indignation, had the
effect of postponing or changing the plans
about to be published. . Thia device bas-;
been adopted by the present Emperor, and j
every important project has beenheralded
by attempts to predispose tho minds of the
people in its favor.'

any moment; and the European ' mind is

the horizon, and the pamphleteer asserts
that she is justly provoked by the expan?
sion and aggrandizement of Prussia.

LEON is to be the apostle of reform, and to
make the liberation of Germany the excuse
for the coming war. France is to pick the
quarrel, to select her allies, to fight the
battle, and then-Germany is to reorganize
lier liberties under the protection of France, |
which would carry out the wishes of the
people, as expressed by a popular vote.
Bavaria is to be. untouched. Baden is to
stand on its own legs. Saxony will take
back her dynasty. Hanover is to be re?
stored to its late owners, and increased by
&e annexation of Westphalia and. Olden
berg.. Prussia is to be driven beyond the
Elbe, and is to be treated magnanimously;
'for it is never good to drive a courageous
"people to despair." The final result is
mmmed up as follows :

The writer does not, of course, consider

of the Cincinnati Commercial, says that the j

President. "Mack" thinks that if the Judge
be nominated, "it will bo due, not so much
.to the Democrats who oonfer it, as to the
.'Radicale, whose demoralization at the mere
'suggestion of hie. candidacy has gradu?
ally attracted Demooratio attention, and
'finally rivet ted Demooratio determina
.tibn?". There hare been, few cases, he
argues, in which tho defeat of one party was
so utterly contingent upon the nomination
