Tho prisoners being addoJ, his whole force may be said to have been wiped out. But that 1200 men out of 4000 should have been hit with bullets in battle, is a circumstance in wir deserving special remark, aloro than a quarter ot tho whole ! Tho needle gun may well look after its laurels. Prussia cannot afford to be too confident whilo this torrible small-arm of the French is in the field. "One Story ts Good Till A not lier ia Told.1' A broad sheet, subscribed JUSTICE, has been issued under the above heading, and professes to be a reply to the Address of the Conserva? tive Convention lately held in Columbia. It is unsound in argument, and illogical in conclu? sion; but it has thc merit that belongs to splitting hairs and torturing phrases, and is a fair evidence of how unjust, JUSTICE may be made to be. The gentlemen who sent forth the Address which JUSTICE attempts to sully with the mud of his abus -, are kuown throughout this State; and the names of most of them are familiar in the mouths of Southern men. They met in open day, without subterfuge or concealment. They spoke as they thought, and wrote as they spoke, knowing that their fair fame was un? tarnished, and that they stood before the world as houest, truthful men, making a last protest against wrong, and fearless of any responsi? bility that their action might impose upon them. They knew that no man dared to im? pugn their motives; they found their justifica? tion in the sad condition of themselves and of | their people. JrsTicL, however, attacks the Address, and the gentlemen who adopted it. Like the cuttle fish, be surrounds himself with a fluid of inky darkness, and then blurts out his scorn, upon those who have the honor not to bo his friends. If be was not satisfied with the Addr?ss, he could have discussed it in person and con? doned it over his own name;-then, he would least have been honest, and straightfor? ward. As it is, he is no more than an anony? mous scribler, who finds courage in eonceal m nt, and daring in thc belief that his name will not be known. If this JUSTICE desires to meet statement by statement, r.nd assertion by assertion, et him come out from his hiding place and t<;ll this City and State who he is. It will thea-be time to take notice of his re? marks; and he will then remove all doubt concerning this precious anonymous sheet, which a colored man could hardly write, and whioh few respectable white men ever would have written. Taxing Intelligence. Attention has already been called to the evi? dent injustice of taxing gross receipts in trade;-a system which, in dull seasons, con ver s profit into a loss, and drags down a mer? chant by making him pay a heavy tax, even when there has been a positive loss upon the business of the year. But, if a tax upon the gross amount of business done falls with crushing foroe upon the merchant, broker or general dealer, it strikes with additional strength at newspaper proprietors, and im? poses upon them a burden whioh it is difficult to bear. ?Newspaper publishing in the South has never been a very lucrative business. During the war it was conducted at a loss, because the price of subscription and rate of advertising could not be increased surtciently to bring them to the level of enhanced rates, paid for paper, material, and manual and clerical Kbor. After the war there was a feverish rush of business; and, for the time, newspapers prospered. But, since the spring of 1866, rade of every kind has been languishing, and newspapers, which depend on their advertis? ing patronage to save them from los3, have hared in the general depression. This arose from several causes. Subscriptions do not luch more than pay the cost of the blank aper upon which a newspaper is priced; but even subscriptions were checked by thu irregu? larity of the mails and the difficulties of inter ial communication. As postal routes were re? opened, and subscription lists were filled, the price of cotton fell and the price of provisions rose. Subscribers received their papers, but were unable to ?.av for them; debts accumula? ted, and but few country collections could be made. In the city, trade was flat and stag? nant. Advertisers oould not advertise as libe emily as they wished to do; r.nd, at the very time that the secondary assistance of receipts from subscriptions was cut off, tho newspapers f this City, and State, were deprived of that advertising patronage which is the back-bone of all newspaper enterprise. Debts due to newspapers cannot well be pressed to payment. A doctor's bill, a tailor's bill, and a newspaper bill are usually the last to be paid; and most indulgence is expected where most has usually been granted. This thea was the position of the daily news? paper. It was receiving but little from sub? scribers, its advertising was dull, and arrears could not be collected. Paper, the greatest item in newspaper expenditure, had risen greatly in price; salaries were higher than be? fore the war; compositors' wages, ink. mate? rial, gas, and the general expense of living tiad, oue and all, advanced. But there was no increase ia the charges of the newspaper, either for advertising or subscriptions, com? mensurate with its additional cost. There was, on every side, an increase of expense; here was aowhere au inorease in revenue to mest it. More than this, the work on a newspaper must be paid for in cash. There is no such thing as putting off compositor's bills, and paper and ink bills, or of obtaining that degree of forbearance from the creditor of a newspaper whioh always is given to ita debtor. The bills of eaoh week must be met as Satur? day comen round; a aewspaper pays cash, aad trusts to time for returns. In addition to all other charges upon ?news? paper, there is, in this State, an oaerous State and City tax. The State tax ia two dollar^ upoa every one hundred dollars of gross re? ceipts, the City tax is seventy-five cents upon every one hundred dollars of gross reoeipta; making ia all a tax of two and three-quarterepa cent. A newspaper which, upon a business of j one hundred thousand dollars for the year ending June 80th, 1867, made a profit, after paying working expenses, of ten thousand dol? lars, did remarkably well. But then came the taxes on gross receipts of one hundred thou? sand dollars, viz: State tax, at two dollars per hundred, $2000; City tax, at seventy-five cents per hundred, ?750, miking $2760. This, de? ducted from the $10,000 gross profits, left $7250 as the profit to the proprietors for one year of labour, one year's interest of capital, aud oue year's wear and uar of machinery. Tho tax was, on its face, about thirty per cent. of the profits, and, in reality, it was neurly one-half. This is a plain and unvarnished statement of j the case; and, if it is considered necessary that there should le newspapers in this State for the dissemination of knowledge, and for the good of both white and blaok, the taxes on newspapers must be reduced. Newspaper men contribute more in oharity, and for benevolent purposes, than any other class of men of equal means. They work for tue good of the State, and the whole country; and, now that a change can be made, they ask that intelligence shall no longer be taxed to excess, and that some of | that liberality may be extend _d to them which they always extend to, aad advocate for. others. _WANTS.
