Strange to say, however, Hu "e political philosophers fail to bc convinced [ by their own logio ; at least, so it would ap? pear, for every few dayB these same writers deem il necessary to minister a few words of comfort lo ?heir readers, lo demonstrate by figures "that cannot lie," that tho whilo peo j pie of I lie Southern Btnlea ?aro tu ibo negroes ns ten to seven ; that tho former possess all Hie intelligence, ediioaliou, rcfinoraont, and properly, und all thc iitflucnco these posses? sions can confer-a proposition wo aro not disposed lo deny, as we believe il to bc en? tirely in accordance with fact. But wo can? not help hoing somewhat surprised at this curious nltornalion of argument. It docs not scorn altogether fair .to us that tho same advo? cates -should monopolizo tho whole question, and nrguo both sides at once, oven though it is done on alt?rnalo days. Tho Keconslruction Act either raises tho negro, civilizes and en - I i glii eis him, nud renders him a formidable arm cf strength in thc land, or lt does not. i If il di es, let us acknowledge the fact, and tako our mmsurcs accordingly. If it docs not, why thc never-ending refrain of " negro su? premacy ?" ' What arc thc facts of tho case ? We find, nccordiug lo thc most authentic figures, in tho ton Southern stales under cousidoration, n whilo voling population of 1,010,610, against 747,310 malu blacks of voling ago. Putting (hu number of thc disfranchised al about 70, I (KIO-seven per cent, of thc number of votera, which, in our opinion, is considerably over the mark, wc still havo 000,000, or u majority of I whites or about 200,000. South Carolina and Mississippi aro the only two States in which thu negroes at pr?nent have ? majority ; in South Carolina a majority of'l8,;i77 and in Mississippi 14,001. If wo de? duct seven per cont, from thc aggregate of while voters, wc have in South Carolina, 08, 810, less 4810, equals 0:3,001 whites, against 80,087 blacks, giving tho latlor a majority of 22,0.13 ; aud in Mississippi, by a similar calcu w,iw?. 8.?s,,p uy?,Wi W?'?iV W*i tho latter a majority of 20,?fiG. Al tho very worst (hen-supposing all the negroes to vote, and the present disabilities to remain unrepeated, lhere would in South Caro? lina bc a majority of negro voters of 22,003. Now surely our friends place a low estimate ou tho intelligence, wealth, education, knowledge ni' nilnirs. nnd every other advantage conferred upon thc whites by long years of civilization mid free government, if they consider, that all llicsc resources ure inadequate lo counlerlisl nnee thu votes of 22,003 ignorant negroes. Moreover, il should be remembered, that Hie white population constantly increases, first, ?y natural growth, secondly by immigration rom I lie North and thirdly by immigration 'rom Europe. Dcsides, it may be mentioned, hat with every year thc number of the dis? franchised will diminish, and that of the en? franchised increase. The blacks on the other limul, it is nscortaincd, aro decreasing in num? bers. I. The mortuary reports from every seclion of the country, since the close of the war, have shown that the mortality among tho colored raco is larger tbsn among the whites. 2. No increase of negroes is to be anticipated, certainly not in South Carolina, from immigration ; while 3, wc may confi? dently count upon a steady tide of emigration of colored poople from Ibis State to other Slates, furthor South and West. Two years perhaps will suffico, to restore the numerloal equality of the two races in thia State. Then why all this outcry about negro supremacy t Tho propondoranee of the oolored eloment is, however, evon now moro apparent than 'real. Tlie.ro is no reason whatever for assuming that tho colored voto will be a unit on-any ques? tion nt issue, or on any candidate. On the con? trary, ny one, possessing a full knowledge of all t.ie facta of the situation, will be con? strained to come to a conclusion directly op? posite. Much also has been said about colored men for "office." A few nc<rophilist Radicals, willi more zeal than oithet brains or principle, following the le.ad of WKNDBLL PHILLIPS, have been talking of tho "claims" of tho negro for thc ornoo of vice-President; some also have spoken of voting for negroes for Congress, and for other positions of honor. Upon a oareful examination, however, of these reports, we, generally trace them not to Radicals orto ne? groes, but to the anti-reconslruition press, both North and South. We havo teen many reports of negroes announcing themselves as candidates for Congress, but in neurly every iustuiioo thc rumor has proved false. Our readers may remember a report of this charac? ter gaining currency here some two months ago, about ono "Sweat," a colored man of Marlboro', who was said to bo running for Congress. Ile promptly contradicted the re? port, and we heard nothing moro of him, until a few days ago we found in the National Intel? ligencer tho following sensation paragraph in referenco lo this topic: "Tho friends of e, Mr. Kmoad (black man) are aotivcly pressing his claims for Congress in South Carolina. Every day he is said to bo gaining strength." This goes forth to the world at an authoritative statement of tho Nalionnl Intelligencer, and will serve ila purpose, vit: keep alivo agitation, and prove tho "negroizing" of the South. Wo havo no doubt whatever that were this story thoroughly sifted, it would be found that it originated in n. joke, was token up, either (brough ignorance or mischief, hy some news? paper quidnunc, and then "went the round." Tho same number of tho intelligencer also has un address "lo the First Congressional District uf-Ueorgia," copied from the Quitman (da.) /tanner, .by Jomes Patrlok Pickling, colored, who aspires to a teat by the tide of BENJAMIN I'.'
