for "office." A few nc<rophilist Radicals,

been talking of tho "claims" of tho negro for
thc ornoo of vice-President; some also have
spoken of voting for negroes for Congress, and
for other positions of honor. Upon a oareful
examination, however, of these reports, we,
generally trace them not to Radicals orto ne?
groes, but to the anti-reconslruition press,
both North and South. We havo teen many
reports of negroes announcing themselves as
candidates for Congress, but in neurly every
iustuiioo thc rumor has proved false. Our
readers may remember a report of this charac?
ter gaining currency here some two months
ago, about ono "Sweat," a colored man of
Marlboro', who was said to bo running for
Congress. Ile promptly contradicted the re?
port, and we heard nothing moro of him, until
a few days ago we found in the National Intel?
ligencer tho following sensation paragraph in
referenco lo this topic: "Tho friends of e, Mr.
Kmoad (black man) are aotivcly pressing his
claims for Congress in South Carolina. Every
day he is said to bo gaining strength." This
goes forth to the world at an authoritative
statement of tho Nalionnl Intelligencer, and will
serve ila purpose, vit: keep alivo agitation,
and prove tho "negroizing" of the South. Wo
havo no doubt whatever that were this story
thoroughly sifted, it would be found that it
originated in n. joke, was token up, either
(brough ignorance or mischief, hy some news?
paper quidnunc, and then "went the round."

house, to board, or attempt to board, any vessel arriving

without having a license, from the city Council thereof,

of tho disorderly enameler of any ?allem' or Immigrants'

vided, or of the keeper or proprietor of any such bouse,
or of any force, fraud, deceit or misrepresents th .11, in lu
vlUng or soliciting boarders or lodgers for such nouai?,
on the part of such keeper or proprietor, or any of his

suade or entice any of the crew to desert tram any vessel

VIII. Every person receiving the Ucenae hereinbefore

or immigrant's hotel or boarding bnuso keeper, licensed
by them as tforosaid. ono or more badges or shields, on

hotel or boarding house keeper, and the number and
street of his hotel or boarding bouse; and which said
badges or abielda shall be surrendered to sold City Coun?
cil upon the revocation by them, or expiration of any
Ucenae granted by Uioin, aa herein provided.
X. Every sailor's or immigrant's bold or boarding
hoose keeper, aud evory agent, rannes or employee ol
such hotel or boardinghouse keeper, when boarding any
vtaael In Hie harbor of Charleston, or when Inviting or
solldttug the boarding or lodging of any seaman, sailor
or person employed on any veasul, or ai any immigrant,
thsll wear, conspicuously displayed, th? shield or badge
referred to In tho foregoing socuon.
XI. It shall not be lawful fnr any person, except thoso
named In tito preceding secUon. to neve, wear, exhibit or
display any such ehield or badgo to ony of the crew em?
ployed on any vessel, or to any immigrant so arriving 111

thia Act, shall be c.cemod guilty ol a misdemeanor, and
sbsU, upon convlcUon thereof, be punished by imprison
ment for a term not exceeding one year, and not lats
than thirty days, or by 1 One not exceeding two hundred
and fJRy dollar?, and not lesa than ono hundred dollars
