THE HEALTH DEPARTMENT_It happens not un frequently, that persons complain of star.ding water, which upon inspection has all disappeared, T so we have been informed. DEATH OF A PROMINENT CITIZEN.-We are pained to record tho sudden death of Mr. JOSEPH THOM LINBON, at his residence on Mount Pleasant. Ho was attacked with a congestivo chill on Tuesday, and died in a fow hours from congestion of the brain. Mr. THOMUNSON was about sixty-three years of age, and though on the shady side of j lifo was strong and vigorous. He was a native of | England, but came to this country at an early age, and engaged in business with his uncle, who was a largo dry goods merchant of th's city. He has sinco been connected with the most prominent j business houses of tho day, and was, perhaps, the 1 oldest drummer in the city, being well known to the merchants from every section of the country. His business life was principally spent in Hayne and Meoting streets, and his genial faco and friend? ly greeting will be sadly missed by his old asso? ciates and confreres. TEE SCHOOLMASTER ABROAD.-Registration, * though often a tedious operation to both manager j and applicant, is not without its amusing scenes, particularly in the country precinct. The Orango burg Times says : The following literary produc? tion (of African descent) was received by one of j our Registration Hoards last week : We hope he'll be successful in finding the in? dividual who set him "at liberty" (a dead eet, we fear, for liberty ! ) He evidently thinks the Board is the man, and that it is a "Canodate" for the U. 8. Senate. Spigner REMOVAL.-King street has for many years been the rendezvous of the retail merchant j, and aa they have increased in prosperity they have either improved their stores or moved into one that was more showy. The Adger building, at the corner of King and Market streets, was at one time tho largest dry goods establishment in this city, but the poverty of our people compelled the owners to divide it into several stores. The largest and most conspicuous of these, that in the centre, has been without an occupant for some time, but Messrs. E. SCOTT & Co. Boeing the advantages of the position wisely determined to make a move. This has been safely accomplished, and they have now opened an attractive stock of dry goods in their new store. It would be almost useless to direct the attention of the ladies to this fact, as nothing transpires on that thoroughfare that is beyond their ken, but we still advise a visit, as Messrs. E. SCOTT & Co. de? sign giving a house warming by offering to the public the oheapest goods seen in this market. H?OEI.NE IN THE BURNT DISTRICT. -Throughout the burnt district there are numbers of old cellars, cisterns and excavated lots, that have been flooded by tho late heavy rains. Most of these lots are now overgrown with rank weeds, and the water soon assumes a greenish hue and has a disagreea? ble smell. It is known that this stagnant water, if allowed to romain, becomes very deleterious to the health of the neighborhood, as the action of j the sun generates miasma, and myriads of mos? quitoes aro created that soon wing their way throughout tho city, and beoome a pest to man? kind. These lots are mostly private property, and the owners should be compelled by the mnmcipal authorities to bare this nuisance promptly abated by removing the water. This can easily be done through the aid of the ?itv engines, and a few hour's work will suffice to drain them, and destroy the apprehensions that now exist among the citi? zens in their vicinity. It is a matter of grave im? portance, and one which should interest both the owner and the city, and we ti nat that some action wUl be soon taken. Several of these lots were drained some weeks ago, but the water has since accumulated rapidly, and they are now scarcely more than stagnant ponds that should be removed without delay. NATURAL MUSICIANS, na FROGS OF'CHARLESTON. -It is no longer a matter of doubt why the frog angtiee was, in latin, styled Rana, for there are few citizens of Charleston who have not associated their gentle murmurs with the heavy rains of the past month. Ths Burnt District is now vocal with their melody, and at night their sweet notes can be heard several squares from their trysting place. While the noise of their croaking undoubtedly breaks tho monotonous quiet that reigns in that section, the dwellers in that vicinity who are not gifted with a love for natural music are somewhat disgusted with the warblers, particularly when, em? boldened by immunity from oppression, they have scaled such slight barriers as fences, have climbed trees and have hopped familiarly into the open doors of the houses. We have read of a plague of frogs being sent to one PHARAOH, for his hardness of heart, but bare always surmised that in his country they were not considered fit subjects for the cuisine. Since that day some enterprising indi? vidual has discovered that when cooked, they are as good as chicken meat, bot the idea has evi? dently not been developed in this section, or the Ranse would have rambled elsewhere. At present they are a nuisance, as their voices are not pleas? ant and the presence disagreeable. We have heard and read of recipes for destroying insects and even rats, but their inventive genius has not appeared who would sweep the frogs from the land. That a remedy does exist is certain, but how, when and where to catch the annoying ani? mals is a question that is open to any debating society. We patiently await discussion and an answer. It shall not bo lawful for any person, not having the license in Ulis Act provided, or not being the regular agent, runner or employee of a person having such li? cense, ti) invite, ask or solicit in the city or harbor of Charleston, tho boarding or lodging of any of the crew employed on any vessel or ol any immigrant arriving in the said city of Charleston.
