SERENADE.-During the wee sma' hours tvront
the twa! on Tuesday night our office was serenad?
ed by the Evening Star Glee Club. Our la boni had
ended, and we had left the tripod for the land of |
dreams, but the efforts of the musicians were not
in vain, their sweet strains cheered the composi?
tors at their labors, chased sleep from wear}- eye?
lids and made the leaden hours move swiftly in
their course. We are satisfied that though absent
we were not forgotten, and return our sincere
thanks for the compliment to the office.
THE HEALTH DEPARTMENT_It happens not un
frequently, that persons complain of star.ding
water, which upon inspection has all disappeared,

A motion to postpone being lost, tho ayes and
noes were taken and the resolution was adopted
unanimously.
The Bill regulating the cleansing and dredging

DEATH OF A PROMINENT CITIZEN.-We are pained
to record tho sudden death of Mr. JOSEPH THOM
LINBON, at his residence on Mount Pleasant. Ho
was attacked with a congestivo chill on Tuesday,
and died in a fow hours from congestion of the
brain. Mr. THOMUNSON was about sixty-three
years of age, and though on the shady side of j
lifo was strong and vigorous. He was a native of |
England, but came to this country at an early age,
and engaged in business with his uncle, who was
a largo dry goods merchant of th's city. He has
sinco been connected with the most prominent j
business houses of tho day, and was, perhaps, the 1
oldest drummer in the city, being well known to
the merchants from every section of the country.
His business life was principally spent in Hayne
and Meoting streets, and his genial faco and friend?
ly greeting will be sadly missed by his old asso?
ciates and confreres.
TEE SCHOOLMASTER ABROAD.-Registration, *
though often a tedious operation to both manager j
and applicant, is not without its amusing scenes,
particularly in the country precinct. The Orango
burg Times says : The following literary produc?

REMOVAL.-King street has for many years been
the rendezvous of the retail merchant j, and aa
they have increased in prosperity they have either
improved their stores or moved into one that was
more showy. The Adger building, at the corner
of King and Market streets, was at one time tho
largest dry goods establishment in this city, but
the poverty of our people compelled the owners to
divide it into several stores. The largest and most
conspicuous of these, that in the centre, has been
without an occupant for some time, but Messrs. E.
SCOTT & Co. Boeing the advantages of the position
wisely determined to make a move. This has been
safely accomplished, and they have now opened an
attractive stock of dry goods in their new store.
It would be almost useless to direct the attention
of the ladies to this fact, as nothing transpires on
that thoroughfare that is beyond their ken, but we
still advise a visit, as Messrs. E. SCOTT & Co. de?
sign giving a house warming by offering to the
public the oheapest goods seen in this market.
H?OEI.NE IN THE BURNT DISTRICT. -Throughout
the burnt district there are numbers of old cellars,
cisterns and excavated lots, that have been flooded
by tho late heavy rains. Most of these lots are
now overgrown with rank weeds, and the water
soon assumes a greenish hue and has a disagreea?
ble smell. It is known that this stagnant water,
if allowed to romain, becomes very deleterious to
the health of the neighborhood, as the action of j
the sun generates miasma, and myriads of mos?
quitoes aro created that soon wing their way
throughout tho city, and beoome a pest to man?
kind. These lots are mostly private property, and
the owners should be compelled by the mnmcipal
authorities to bare this nuisance promptly abated
by removing the water. This can easily be done
through the aid of the ?itv engines, and a few
hour's work will suffice to drain them, and destroy
the apprehensions that now exist among the citi?
zens in their vicinity. It is a matter of grave im?
portance, and one which should interest both the
owner and the city, and we ti nat that some action
wUl be soon taken. Several of these lots were
drained some weeks ago, but the water has since
accumulated rapidly, and they are now scarcely
more than stagnant ponds that should be removed
without delay.
NATURAL MUSICIANS, na FROGS OF'CHARLESTON.
-It is no longer a matter of doubt why the frog
angtiee was, in latin, styled Rana, for there are
few citizens of Charleston who have not associated
their gentle murmurs with the heavy rains of the
past month. Ths Burnt District is now vocal with
their melody, and at night their sweet notes can
be heard several squares from their trysting place.
While the noise of their croaking undoubtedly
breaks tho monotonous quiet that reigns in that
section, the dwellers in that vicinity who are not
gifted with a love for natural music are somewhat
disgusted with the warblers, particularly when, em?
boldened by immunity from oppression, they have
scaled such slight barriers as fences, have climbed
trees and have hopped familiarly into the open
doors of the houses. We have read of a plague of
frogs being sent to one PHARAOH, for his hardness
of heart, but bare always surmised that in his
country they were not considered fit subjects for
the cuisine. Since that day some enterprising indi?
vidual has discovered that when cooked, they are
as good as chicken meat, bot the idea has evi?
dently not been developed in this section, or the
Ranse would have rambled elsewhere. At present
they are a nuisance, as their voices are not pleas?
ant and the presence disagreeable. We have
heard and read of recipes for destroying insects
and even rats, but their inventive genius has not
appeared who would sweep the frogs from the
land. That a remedy does exist is certain, but
how, when and where to catch the annoying ani?
mals is a question that is open to any debating
society. We patiently await discussion and an
answer.

I. Be it rnaclrd, ly the Senate, and House, of Representa?
tives, now met and tiUmu in Uereral Assembly, and by the
authority of the same. That it shall not be lawful for any
person, except a pilot or public ofllcer, to board or at?
tempt to board a vessel arriving in the port or harbor of
Charleston, before such vessel shall have been made fast
to the wharf, without first obtaining leave from the mas?
ter or person having charge of such vessel, or from her
owner or agents.
II. It shall not be lawful for any owner, agent, master,
or other person having charge of any vessel arriving or
being in tho port of Charleston, io permit or authorize
any sailors, hotel or boarding house keeper, not licensed
as hereinafter provided, or any agent, runner or em?
ployee of any sailor's or immigrant's hotel or boarding
house, to board, or attempt to board, any vessel arriving
in, or lying, or ueing in the harbor or port ot Charleston,
before such vessel snail have been made fast to the wharf,
or anchored, with intent to invite, ask or solicit the
boarding of any of thc crew employed on such vessel.
ill. lt shall not bo lawful for any sailor's or immi?
grant's hotel or boardiug house keepor, or the employee
of any sailor's or immigrant's hotel or boarding house
keeper, having boarded any vessel wade fa?t to any wharf
in the port of Charleston, to neglect or refuse to leave
said vessel, after having been ordered so to do by the
master or person having charge of such vessel.
IV. lt shall not be lawful tor any person to keep, con?
duct or carry ou, either as owner, proprietor, agent or
otherwise, any sailor's or immigrant's boarding house,
or sailor's or immigrant's hotel, in the city ot Charleston,
without having a license from the City Council thereof,
V. It shall not bo lawful for any person, not having the
license in Ulis Act provided, or not being the regular
agent, runner or employee of a person having such li?
cense, ti) invite, ask or solicit in the city or harbor of
Charleston, tho boarding or lodging of any of the crew
employed on any vessel or ol any immigrant arriving in
the said city of Charleston.
VL The City Council shall take the application of any
person applying for a license to keep a sailors' or immi?
grant's boarding house, or sailor's or immigrant's hotel,
iu tho city ol Charleston, and upon satisfactory evidence
to them of the respecte bi h ty and competency of such ap?
plicant, and ol' the suitableness of his accommodations,
?hall issue to him a license, which shall be good for one
year, unless soonor revoked by said City Council to
keep a sailor's or immigrant's boarding house in the city
of Charleston, and to iuviti) and solicit boarders for the
same.
VII. Tho City Council may, upon satisfactory evidence
ol' the disorderly character of any sailors' or immigrants'
hotel or boardiug house, licensed as hereinbefore pro?
vided, or of tho keeper or proprietor of any such house,
or of any force, truud, deceit or misrepresentation, in in?
viting or soliciting boarders or lodgers for such house,
on tho part of such keeper or proprietor, or any of bis
agents, runners, or employees, or or auy attempt to per?
suade or eutico uny ot tho crew to desert trom any vessel
in the harbor ot Charleston, by such keeper or proprie?
tor, or any of his agents, runners or employees, rovoke
the license tor keeping such house.
VIIL Every person receiving tho license hereinbefore
provided tor shall pay to tho City Council aforesaid the
sum of twenty dollars.
IX. Tho said City Council shall furnish to each sailor's
or immigrant's hotel or boarding house keeper, licensed
by them as aforesaid, one or moro badges or shields, on
which shull bo j ?ru.ted or engraved tho name of such
hotel or boarding houso keeper, and the number and
street of Lis hoi el or boarding house; and which said
badges or shields shall be surrendered to said City Coun?
cil upon tho revocation by them, or expiration of any
license granted by them, as herein provided.
X. Every suitor's or immigrant's hotel or boarding?
house keeper, and every agent, runner or employee of
such hotel or board! ug-liousi. keeper, when boarding any
vessel in thc harbor of Charleston, or when inviting or
soliciting thu boarding or lodging of any seaman, sailor
or persou employed ou any vessel, or of any immigrant,
shall wear, conspicuously displayed, the s nield or badge
referred to in tho foregoing section.
XI. It shall not be lawful for any person, except thoBC
named in the preceding secUoc, to Lave, wear, exhibit, or
display any such shield or badge to any of the crew cm
ployed on any vessel, or to any immigrant so arriving in
the city of Charleston, with tho intent to invito, ask or
solicit tho boarding or lodging of such imiai^rant or ot
any ol' the crew employed oe any vessel being in the
harbor of Charleston.
XII. Whoever shall offend against any or either of the
provisions contain?! in section 1, 2,3, 4, 5, 10 and ll, in
this Act, shall bo r.eeniod guilty ol a linodenicanor, and
shall, upon conviction thereof, bo punished by imprison?
ment for a tenn not exceeding one year, und not ICKS
than thirty days, or by a lino not execcdiug two hundred
and fifty dollars, and not less than oue uundml dollar-,

XIII. The word "vessel," as used in this Act, shall in
