JOB WORK.-We have now completed our office so as to execute, in the shortest possible time, ALL KINDS OF JOB WORK, and wo most respectfully ask the patronage of our friends. THE ATTORNEY-GENERAL'S OPINION. Passing from the question of registration, and the qualifications and disqualifications therefor, tho Attorney-General proceeds to treat of the subject of general disfranchise? ment. After the most careful examination, we cannot find any reference in thc opinion to a difference which clearly exists in thc character and extent of this disfranchisement. 7 hat difference ia : by the original Act each State is required to adopt the Constitutional Amend? ment. By that Amendment those citizens, among others, are disqualified from holding office, who "having previously as members of a State Legislature taken an oath to support the Constitution of thc United States, shall have en? gaged in insurrection, &c." A member of the State Legislature, there? fore, who had become a member Bince the es? tablishment of the Confederacy, would not bc disqualified because, never mind how far he had participated in the rebellion, he had not previously taken the oath to support thc Con? stitution of the United States. Before tho Supplemental Bill was passed, however, this tact attracted the attention of Congress, and they attempted to remedy it, but owing to thc haste with which the act was passed, they only half effected their purpose. The Supplemental Act in providing for registration, specified a registry oath which'required the applicant to swear omo37 other things, "that he has never been a member any State Legislature, nor held any executive dr judicial offico in any State, ?nd afterwards engaged in insurrection against thc United States." The Supplemental Act, therefore, included the class which had escaped'the Constitutional Amendment, but the Supplemental Act only excluded that class from registry, and consequently from voting, but it does not disqualify them from holding offico, for the provision of the original act is explicit, "that no person excluded from the privilege of holding office by said proposed amend? ment to the Constitution of thc United States shell be eligible to election as a member of the Convention." . .. It therefore happens that a .very considera? ble class v of citizens, viz : Thoso .who were' elected to the Legislature only after tho estab? lishment of the Confederacy, are excluded by thc.Supplemental Act from registry and frqm voting, but.aro not excluded from election as members of the Convention. This is a very important difference,, as a ccufusion of ideas in reference to it would exclude from election lome moat activ? and intelligent, citizens who,. as the law now stands, are. uot disquai i lied. Before referring to the general theory of the opinion in reference to disfranchisement, there is a special point to which we' would ask' atten? tion as the Attorney General's decision seems most extraordinary-on his own principles., In discussing tHe disqualifying character of members of tho Legislature, the Attorney General says, with great force and unusual clearness, "The question might however arise whether a Convention held in a State for fram? ing or' amendment of its constitution would answer to the description of a State" Legisla? ture within the meaning of thc Act ? Such a Convention, although it is clothed.with Legis? lative powers, cannot properly bc denominated a State Legislature, and, in the nets how under consideration, a Convention and a Legislature are expressly distinguished from each other for they require the Constitution to be framed by a Convention, and they require the Legisla- . ture of thc samo State to .adopt the .Constitu? tional Amendment... When, then, ia. tho Bama, acta, they again use the phrase "Legislature of the State, they must be understood io use it In tho same sense and as distinguished from a Constitutional Convention." "Nothing can be clearer than this except its direct, inevitable consequence that the disqualification' which attaches tb members of the' Legislature does' not attach to members of a Convention, simply, because the hitter are not included in th? act, and because, as the Attorney General yaya/thc act uses" the word Legislature as distinguished from Convention. Surely there is no flaw in this reasoning, but, after completing his logic, the Attorney General seems to-have discovered that this imputable interpretation would save from disqualification thc members of the State. Conventions who ordained thc secession of thc States,' and forgetting what he himserf says in another portion of his opinion, "My duty ia simply one of construction," he proceeds to re? verse his .whole work of "construction" by adding: "But as to those legislative bodies which pass? ed what are called ordinances of secession, by whatever name they may have been called, I am of opinion that their members are properly comprehended within this disqualifying clause, for I can imagine no official legislative position in which the duty of allegiance was more dis? tinctly violated." In the previous paragraph, "such a conven? tion, although clothod with legislative powers, cannot bo properly denominated a State Legis? lature," aud yet in ten lines after it has become "a legislative body." At first, his ou y duty is "to construe;" now, bis duty is "to imagine." What matters it to tho Attorney-General whether "the duty of allegiance" was violated, :hc question for him was: Is that violation of luty punished by thia special act? If "official legislative" violation of the duty >f allegiance is in itself disqualification suffi? rent to override such a construction as he gives it the Act, why should it not combine other lections of the Act, and thus set aside some of ts clearest proYuioos ? We could understand such an opinion, held ind enforced by a military commander claim ng to carry out the spirit and not thc letter of he Act, for we admit very freely that this ex? emption of members of the Convention was one jf the omissions consequent upou thc hurry of egislation. We have no idea that Congress in ended it. But the Attorney-General repre lents the law, he knows nothing of accideuts ind omissions, his duty is the construction of he law as it is written, and if any class of his fellow-citizens can plead the letter of the statute, t is his duty to sustain the plea, because "/fa 'ex scripta est" otherwise he becomes the mere apologist for wrong, and the supplemental exe :utioner of injustice. THE CROPS. We have for some days past given eonsidera ble space in our paper to extracts from our Southern exchanges on the condition and prospect* of th? orops.
