The deceased, not being aware.of this drcumstance, was standing near the edge of the platform, and the cars, as they came by, swept him beneath, and the wheels passed over him and mangled him so severely that he died in two honra. It ls already known that the allied governments engaged in the war with Paraguay have declined the oner of mediation made by the United States. We publish in another column the official letter of those governments assigning their reasons for BO doing. They consist simply in the allegation that the Province of Paraguay, after its independence had been conceded, proceeded to make itself a very formidable military power, and commenoed a war upon the neighboring countries in utter dis? regard of the prehminary notice required by trea? ty. - The aDieB cannot close the war, therefore, un? til they have secured certain redress and guaran? tees for the futuro ; and they therefore declined the proffered mediation. The citizens of Springfield, Massachusetts, have been very much excited over school matters du riog the past week. A lady teacher undertook to whip a hoy fox telling a falsehood, when the boy reseted and bulk were somewhat injured, the principal of the school having been called to the assistance of the teacher. An indignation meeting of citizens was called for the purpose of denounc . ipV the Behool management, and after considera? ble excitement and disturbance a resolution was "adopted c&Tjng for the removal of the principal .and the assistant teacher. The meeting was about equally divided between supporting the school "jyffli??'siyi dAtnonncing them. It is the trade of these men to write letters that will be read, and .like other.equiv? ocal, professions which.are tolerated in great cities, if they must be permitted " to ply their vocation," it ? is very foolish to be virtuously indignant at the vicious perfection which the professors" attain'. Mr. GREELEY is, indeed, a philosopher, hut he is also the editor of a New York, newspaper, and we suppose he thinkB he strikes a fair .balance by maintaining his indi? vidual character by his personal speeches and acts, while he secures the profit of his news columns by a judicious investment in sensa? tional correspondence. We would not, there? fore, give partier tar consideration to a letter dated Charleston, which appeared in the Tri? bune of the 23d, were- it not that this letter seems to be part of a general system adopted not only by the. Radical, bat by the Democratic press-a system which consists in a studied misrepresentation of the conduct of the mili? tary administration of this District. Now, we have no love for military government. If asked why, we can .only say we were born free and, God willing, we would rather die so. Bat,' when a military government is created over as, we not only intend to render uader C.?3 AB the things which are CESAR'S, but we think it right to recognize the. wisdom and justice with which that government is administered whenever it is administered ; and-we protest against this oat side interference which, on the part of bath Democrats and Radicals, hos not the slightest reference to- our good,' hat is meant to serve | party -purposes.; The Democratic press'abuses General SICK? LES, without the slightest reference to the. practioal character., of his orders, but because it wants " a cry " to rally the Democracy, and. a resistance ! to military authority, " a mild " riot, a few insignificant lives lost, a moderate shedding of blood, would furnish material ior a clever paragraph, a flourish about th eCon s ti tu ti on, and,, perhaps, secure the election 'of j a doubtful member of Congress, or a war-Dem? ocratic Governor in soma Northern State. The Radical press does the same thing be- j -j cause military rule is qnite too practical and quite too impartial for the proselyting spirit? of the Republicans. They, want agitation fbr agitation's sake; they want;excitement at the. South to create excitement at the North. Tho letter to.which we have referred is very good specimen of this latter sort of mis? representation. ' i ~The"writer bas travelled through" the .State' and he hos not found- the agitation, the a an? tagonism he .desired. Black and white ali ce !1 seem to be minding their own business. Pla 1 ters and laborers alike seem to be thinking more of theircVbp^than of universal suffrage^ and what is' worse still,. the Military Gover 3 ment. seems to have been trying in earnest to comprehend.the real condition of the State, j f uni to adopt its aotion to belter it. Of course if this ia allowed to go on,, reconstruction be? comes rather sin easy matter/- Therefore, we have.the following paragraph:'" I wish it were in my power to give as favo rat le an account of the other portion of the milita ry aolministration. Gen. Bickies desirea, undoubted? ly, to do right. One difficulty with him .seems to be that he u anxious to st and well with, the Go v ernor and the whit es gene rally. He likes a social position, which ia only tbas attained. Tho othbr and subordinate officers very generally "put ? m airsn-^th?y"rather ignore-the colored troops.. ai d their officere, an dimito in contempt, not silent hy. any means, for the negroes. Among the r?gulai a, "rana: and file," many acts of cruelty and opprc s sion, are constantly perpetrated. Wherever they san or dare they maltreat and abuse the freeme a. Several instances bf this feeling have come under my own observation since I have been here. . And this followed by a collection of marvel? lous rumors and the statement, that accordii g to Gen. SCOT?, there are 600 murderers >f j freedmen at large, in the. State, "unwhipt >f justice." Of course nobody here believes j that Gen. SCOTT is responsible for any sud]*, ridiculous exaggeration, the conclusive rep oeing, that for a long period, during the a > lenee of Gen. SICKLES, Gen. SCOTT was not inly Commissioner of the Bureau, but Com mander of the District, and that he is not the man to permit any such violation of justice within the sphere of his authority. The whole object of the letter is to produce the impression at the North, that the Military Government is entirely in too perfect a sym pathy with the white population, and that the freedmen look for protection to the Bureau ?lone, and especially to "Chaplain FRENCH, the shrewdest and most sagacious planner that the freedmen have ever had on their side." Iii deed the writer says, "the best instrumentali? ty in aid of reconstruction is found in the Freedman's Bureau." Now of General SCOTT we have nothing to say which is not kind. In all that we have seen of him, we think we have evidence of ; a lesire to do right, and indeed it is difficult not to exaggerate his merits, when we compare him with his predecessor General SAXTON, whose :areer was one of unmitigated mischief, ii In fact to him and to Judge BRISBANE, the head )f the Tax Commission, may fairly be credited whatever demoralization and confusion has oc? curred in the labor of the State, and it is an nfinite credit to our colored population, that vit h such perverse encouragement to do wrong, hey have behaved so well. But the Freed nen's Bureau, as a piece of administrative nachinery is an utter failure. The only way n which it could have worked judiciously, was is a part of the military administration and he only reason that it has not worked more nischief here than it has done is because prac ically it has been subordinated to the milita ?y command of the District. Of the Rev. Chaplain FRENCH we wish to say io harm. Wc have no doubt that he earns his lalary by diligent prayer, and we know that he earnest prayer of a righteous man avail !th much. Indeed we have no doubt that he )rays as " shrewdly " as he plans, for the ex lortations of the Rev. Gentleman have changed atterly very much for the better. In the lays when he lifted up his hands under the shadow of General SAXTON'S authority, there was a gveat cry of wrath to come in his prophesying, but of late, whether his inspira? tion has come from the same sort of compan? ionship, we do uot know, he certainly, like BALAAM, has taken to blessing instead of cur? sing. Rut he will fail to effect much of the good that we are willing to believe he would like to accomplish, if he, like the correspondent of the Tribune, endeavors to make of the Beau reau, a political missionary establishment. In? deed we fear that already in forming the shrewd and sagacious plans, which the corres? pondent commends, he has been neglectful of weightier matters. We see that General HOW? ARD has published a very sad report, stating that intemperance is increasing at a very alarming-rate among the Freedmen of South Carolina and we would urge upon the Chap? lain renewed zeal, for it is a strange fact but true, that a love for whiskey and universal suffrage have a very appreciable effect on each other. . The truth is that reconstruction can be ef? fected thoroughly and peacefully only by the cordial co-operation of the white population and the military authorities; the one adminis? tering the laws firmly but judiciously, the other adapting its habits and thoughts to the required changes promptly and kindly. If the freedmen will simply abstain from agitation, if they will believe that on the one side there is both the power and the will to protect them from injustice, and that on thc other there is not the slightest desire or intention to do them any injustice, a few months will see our chief | difficulties overcome. The registration will be completed, the elections ordered, and thc sys? tem of universal suffrage will go into operation without a disturbance. That co-operation so far has fortunately existed between the Mili? tary Government and the white population of this State, and what has been the result ? We have none of the strife, and anger, and blood? shed that have tormented other communities. Questions of conflicting right that have pro? duced serious disturbance elsewhere have been quietly settled here, and there is less conflict of authority and less antagonism of feeling it day in this State than anywhere in the South. Any effort to disturb this condition of things can only spring from a malicious desire to jdo mischief, and is not attempted in the interest of either white or black, but to serve party purposes or to gratify some personal vanity i or smaller personal spite.
