REGISTRATION. Wc publish, this morning an order from the Headquarters of this Department, which in? itiates the necessary proceedings for the ac? complishment ofthe registration in this State. The time selected is, we think, judicious. Dy thc third Monday in July the wheat crop will have been harvested, and the oom and cotton crops pretty generally laid aside, and the gathering of these hatter crops will not be fairly commenced before the close of the regis? tration. The appointment of numerous regis? tration boards will enable thc voters of thc Dis I tricts to register in their immediate neighbor? hoods, and thus lhere will bo no unnecessary interference with the. agricultural labor of tho j country. This is a great point gained, and we sincere? ly hope that both employers and employed will recognize the advantage of the arrangement, j and while the one affords every facility and en? couragement to their laborers to register, the other will not bc misled by designing men to I waste their time in gathering? which can, in no way, facilitate thc exercise of their undisput [ eil rights, I Wc, of course, regret that thc registers should j be required to take the test oath-au oath, j which simply prevents the very class of men, I who would best discharge this duty to the I whole country, from accepting these olliccs. I Dui this is the explicit requirement of the Act J and thc military authority here has no option btit-to administer it. All citizens who desire I to fill these offices, and cun take the prescribed , I oath, can apply for appointment, but they must j be recommended by those oflicers of the Stato j and thc United States whose, positions give ] them thc opportunity of knowing their fitness, I and whose characters will give weight to their I recommendations, for as the order says : I "It is . essential that every Board of It egis I [.ration should be oomposed of persons of re I cognized consideration and worth, fairly rcprc I senting the population, and in whose inipar ! tiality and capacity the. body of voters in the j county may have just reliance." With this brief roference to the Order, we I might leave it to the consideration of our I readers; but we feel it a duty to call their at - I teni ion to a fact which is implied in the sen? tience, which we have quoted above. And that I fact is that in this Order we are brought face I to face with the practical application of the Ro I construction Act. Up to this time, while wo have accepted, moro or less willingly, thc I truth that the colored population of this State I are free citizens thei cof, we have not yet had I the experience of the joint exercise of political I rights. But when appointments to the discharge of I political duties are to be made from citizens I "fairly representing the population, and in I whose impartiality and capacity the body of I voters in the county may have just reliance," I and when, in many sections, "the body of I voters" consist of the colored voters, what is I the necessary consequence ? I We may give, by what we are about to say, I offence to many. We may be forcing upon the I practical consideration of sensible men a sub? ject, they would gladly avoid. But to us there I is neither manhood nor wisdom in refusing to I see what lies before our eyes. T The object of this registration is to secure a I faithful record of the voting population of this I State. Our object clearly ought to be that I these voters, when once ascertained, shall act together, with confidence in each other, for I the good of the whole State. I Now, circumstances beyond our control have I divided these voters into two classes, of which I we are the minority in numbers, but the supe I riors in intelligence, in experience, in wealth, I in all that makes political power. I Those who mistrust us out of tho State, and I. those worse enemies whom we have in the State, j have diligently taught the colored voters of I this State that from us, the white voters ofthe j State, they cannot expeot justice; that we will I never yield to them their rights, except under j the pressure of tho military government which J controls us. I Here is the first practical opportunity to give the lie direct to these charges, to prove to thc freedmen that their rights will be respected by us, that to a common law lhere shall bo a com I mon obedience. Now, neither the Republican party, which lins passed the Reconstruction Act, nor the J freedmen, who are anxiously watching its exe I cution, will believe in the impartiality of a rc I gistration wnreh is conducted solely and entirc I ly by registers belonging to ono class of voters. I Their conduct may be beyond reproach or sus I picion, but it will bc both reproached aud I suspected. I We do not refer to the probability of the ac I lion of the military authority, which has thc I power of appointment, because we clo not know what it will be, and because we ?lo not wish to I consider it as an element in this argument. We do not refer to I he fact that, ns a very great proportion of thc registered votos will be colored, it would bc necessary to have upon the Boards men familiar with thc voters, whose better knowledge would act as u check upon frauds. We take higher grounds than either. Wo say that now upon this first occasion which has offered, we, the white men of this State who I expect to govern this country, and who with justice and common sense will govern it-we ought to say to the colored voters of the State, it is of infinite moment to us and to you that this registration should bc fair and full, with? out fraud or suspicion of fraud. Our intelligence, our long political experience, our superior knowledge entitles us to the greater proportion of these appointments. We mean to administer this law honestly and impartially, but if there arc among you men who can fulfill the requirements ofthe authorities, men "of re? cognized consideration and worth," "fairly representing you," and in whose "impartiality and capacity" you have "just reliauce," wc will recognize their right to share this duty with us, and wc will act with them in good faith. This has been said in special cases already in others of the Southern States, and we (rust that we have thc courage and thc wisdom to repeat it. ABOLITION OF SLAVERY IX Ii KA'/.IL. The slave population of thc Empire is estimated nt 8,000.000. The following interesting extract, respecting that country, we clip from thc Norfolk Tribune: The Stato which has just taken (his impor? tant step in the road of progress, covers about 8,000.000 square miles of the richest portion of the South American continent, being a lillie greater in extent than the United Stales. Nature bas given it. thc most magnificent river system in the world. Thc Auiazou rolls its mighty waves through thc dense forests of the northern provinces-forests teeming with all the gorgeousness arid luxuriance of thc tropic?, rick in precious woods and valuable fruit-bear? ing trees, and alive with the most brilliant forms of animal nature ; and its tributaries ure streams which in any other port of thc world would be called rivers of thc lirst class. Thc Rio Francisco in Ike East, and thc affluents of thc La Plata in the South, give fertility and channels of easy intercommunication to enor? mous extents of thc count rj*. while in thc inte? rior stretch the great grass-grown pumpas, with their countless herds of cattle, covering a region seven times as big as the whole of France. There arc mines of gold; there ts coal in plenty ; there is iron ; and the annual product of diamonds is not far from $?,000,000. There is not a desert iu the empire. The whole is u rich loam, covered with a vegetation unequal? ed for magnificence and beauty, except, per? haps, in some of the fajry-likc islands of thc Indian Ocean, liven with her presccnt mea? ger development, Brazil supplies half the world with coffee: and sends abroad also great quan? tities of cotton, sugar and lubuceo. They have freedom of education, freedom of thc press, and freedom of religious worship. They have labored hard to develop their means of communication willi the old world, having regular lines of mail steamers to thu principal European ports. They have steamers on the coast and rivers. They have railways, built by English and American engineers. Their trade with Grout Britain, Franco und thc United States is large and constantly increasing.
