JOB WORK.-We have now completed our office so as to execute, in tho shortest possible time, ALL KINDS OF JOB WORK, and we most respectfully ask the patronage of our friends. MILITARY AUTHORITY AND TUES JURY BOX. The order of Gen. GmrriN, issued in Texas, is one of peculiar significance and deserves the consideration of our people. Ita purpose and its effect are to exclude from tho jury box every man who cannot take the test oath, and of course to supply their places with "loyal men" and freedmen. There is no State law upon thc subjeet, ex? cept thc law fixing the qualification of Jurors, and by the laws of the United States it is the prerogative of the Judge of tho United States Court to apply thc test oath to a Jury in his discretion, and upon motiou to that effect by thc District Attorney, but thc right of chal? lenge is also given to any party for thc cause that thc Juror challenged has participated iu the rebellion. It scarcely needs comment to explain to what enormous abuses au extreme application of such laws must lead. Thc only qualification of a Juror in this Stato is thc payment of taxes. That is, the qualification docs not de? pend upon thc amount of taxes paid, but simply upon the taxability of thc Juror and his payment of such tax as is imposed upon him. Now cxcludo from our jury boxes all thc citizens of this State who cannot take thc oath, supply their places with freedmen drawn from the mass of tax payers, and what will he thc consequence ? Think of tho verdicts which arc likely to be rendered by twelve freedmen taken from tho mass of colored voters of these parr ishes, without referen oe to their characters or their intelligence. The entire abolition of nil Courts would be a blessing to thc community in comparison. There is not a man of the most moderate property or the most ordinary intelligence, black or white, whose life, person and property, is not in danger under such a system. There is not a man who does not seo at once that, in nine cases out of ten, thc probability is that a jury would be empannelled before whom a legal argument would be an idle farce and whoso finding would be a mockery of justice. Now, so long as the Judge has the right to determine whether such oath shall bo adminis? tered, or a party in interest represented by coun? sel who shall decide under the responsibility of his professional duty and position whether one or two of the jury shall be challenged, it may be borne ; but if a military order can exclude all the character and intelligence of the country and force into the jury box all tho ignorance and vice of the country, th er o is not an interest of society safe. But there can be no doubt that every freed? man who pays his taxes is legally qualified to sit on a jury. There are facts which it is im? possible to remove, and which, therefore, it is wisdom to meet. This is one of them. One of these consequences which is explaining to us practically and clearly the extent of the great change from slavery to freedom; a change which wc have to accept, not as thc acquiescence in an abstract proposition, but as a revolution in practical life. Now such orders, extreme and unjust as they are, are the consequences of an opposition just as extreme, if less dangerous. Impracticable men refuse to give practical effect to the new rights which have been created, and intemper? ate military commanders enforce theso rights harshly, and without reference to the interests of the society which they control. Mischiev? ous men press the execution of laws which they know will create discontent, and increase irritation in thc public mind, and any one who has seen a Court of Sessions knows that every legal advantage will be taken to Belcct a jury who aro incompetent for a judicious trial of the criminals. If we arc wise, we will meet thc difficult}'. Let us admit what we cannot deny-tho right of thc frcedmon to sit upon thc jury as auy other citizens; but make the jury what it ought to be, a properly qualified tribunal. There is not a respectable citizen of South Carolina, white or black, who would not rc jotco at 6uch a reform. There is no interest of law and order which would not bc better secured if the qualifications for jurors were raised. In criminal triait", wc have all felt that while I triul by jury, may bu a defence of thc innocent, it is almost ludicrous to consider it as a moans of corroding the guilty. In civil trials thc ex? perience of every suitor and every lawyer, will testify to its uncertainty. Thc recent openly expressed dissatisfaction of some ot'the lending English legal authorities, goes even further. But it seems to us imperative now, that if thc Jury box is to be opened to all classes, thal additional precautions should bc taken to se? cure a belter class of Jurors. In North Carolina a citizen must be a free? holder, possessed of fifty acres of land in order to be qualified RS a Juror, and while we do not particularly approve of this form of qualifica? tion, wc think such qualification of Jurors, as is secured by the possession of a certain amount of education, and such an amount of taxation as indicates thrift, honesty, and steady industry, absolulely necessary. Would any man, the wildest asserter of hu? man rights bc willing to trust his life in a trial for murder, his character in a case for libel, his property in a case of civil litigation to such juries as might bc drawn at any court from the plantation luborers, the common field hands of any District, We are aware that at present there is no Legislative power in the State, to make this change, but thc Military Power, which can is? sue an order like Gen. GRIFFIN, is surely re? sponsible to society for protection. Fortunate? ly our experience las been of wiser and juster authority than this most destructive order, and to the General commanding this District wc venture to commend this subject ns worthy of his gravest attention.
