We arc sending out at present, a great num? ber of bills for subscription and advertising, and most earnestly request that all those who may receive them, will have the kindness to make prompt remittances. A great many of these accounts have been standing for a year and more, and it is absolutely necessary now that they should be paid. RUMORS. One of the evils of a military government undoubtedly is the uncertainty which belongs to its action-that is to say, people^never know when circumstances may require, in the opin? ion of those who administer it, orders which may affect existing laws. And this uncertainty always exerts an unfavorable influence upon the business of a country. Rut we ought to recollect that iu a Government like ours even military authority is modified by the atmos? phere in which it exists, and we have no rea? son to anticipate such an exercise of absolute power as has marked Austrian rule in Milan and Venice, or Russian rule in Warsaw. Like every oilier power oh this continent military power will, to a great extent, represent the opinion and the prejudices of the people, and depend as much after all upon popular sympa? thy as armed strength. Like all other old governmental forms, we have adopted its prin? ciple but have very much modified its action. We think, therefore, that however anxious we may be for its removal, and however active? ly we may employ those judicious and proper means by which it will be rendered unneces? sary, our people ought to be on 'their guard' against the exaggerations of its exercise, which public rumor is always suggesting. Every now and then people allow themselves to be flurried and excited by the rumor that some? thing very extreme is going to be done, and the expression of irresponsible and subordi? nate officials is reported from mouth to mouth, to the discomfort of men who really want to attend quietly to their own business. Now, it-seems to us that things have ad? vanced far enough under the Reconstruction Act for sensible men to form a tolerable defi? cite idea of what are its purposes, and how it will operate. Circumstances may, of course, occur which may render some extraordinary exercise of military power necessary, lt will be much to be regretted if this Bhould be so, but we do not see the probability .of any such occurrence. '? The whole State seems determined quietly and thoroughly to. do its part, and the recent public'meetings in Fickens, Lexington, Rich? land, Sumter and Marion all indicate the prev? alence ol' kindly and healthy feeling, and jus? tify, the Anticipation not-only that there will be no con Hie t between'-the races, but that white and black will' move harmoniously together toward a common result... We think,- therefore, that our people should discourage all anticipation of evil-that they ehould wait for' actual orders before they be? lieve in the probability of mischievous inter? ference in their daily habits and avocations, and that they should feel secure that.as long as they seo the civil and municipal officers of tire State doing their duty, such officers will continue, in the proper discharge of their im? portant functions. Nor should we be made uneasy by tho re? ports of violent opinions which the telegraph may scatter, over the -.ountry from prominent men, In times like these there always will be men with distempered livers, and very'bad tem? pers, and the more violent they are, the more likely is it that the weaker they feel fte think nothing in the history of the last Congress clearer, than that the men who claimed to be leaders were the mere followers of public opinion, and that just as surely as the great mass of public opinion manifests its wish that this vexed question of reconstruction shall bo closed, just so soon will these leaders find am? ple reason for j following again. Mr. STE? VENS may be an. exception. . His career, however it is to be read:m history, is drawing ' to its close: He has done his work, such as it is. His peculiar bitterness and. vindictiveness be? long to the individuality of' his character, ami as he looks forward to no large future, it is very easy to see why he Bhoiild be unwilling to the very last to sacrifice these,characteristics which have made him noticeable in life, and which will. give interest to his historical por? trait after death. We do not think our people need be disturb? ed by such dying malice as is manifested?*n his lasfutterances. If we will go on steadily and resolutely as we have begun with the work of reconstruction, upon the conviction that thc whole country wants peace and restoration, and will sustain this act if . fairly complied; with as a finality if we will devote our energies to thc business of every day life, which is hard enough and large enough before us, without listening to or believing every idle rumor that this or that ex? traordinary thing is to bo done, we will find ourselves at the end of the year nearer to a solution of our difficulties than we could rea? sonably have hoped two months ago, and that a solution which we believe will offer to all our people new and brighter prospects of success? ful industry and prosperous life. REGISTRATION IN NSW ORLEANS The New Orleans Times, which has strenu? ously advocated reconstruction under the laws of- Congress, complains eurncstly of tho course pursued by the registrars there. It says that more t han a half of the white citizens fully quali? fied under the law are turned away, while every Radical who applies is immediately ac? cepted and .registered. Naturalized citizens arc not only required io produce their papers, but to leave them with' tho registrars, with a very dim prospect of ever getting them back. Old citizens who have lived in the city a quar? ter of a century arc turned away because they have, been, at some remote period of their lives, School .Directors or Aldermen under tho city government, and are suspected of having sym? pathized with the rebellion. But few naturalized citizens are registered on any terms except that of adherence *o thc Radicals. That virtue will purge all vices. Renegades, who fought in tho Confederate ranks and deserted when the cause became desperate and joined the Radi? cals-even some who were punished by Butler and Banks for their rebellious excesscs^-and who possessed the disqualification of having held Federal or State offices previous to thc war, are admitted to registration without ques? tions. Alderman KAIS KU, an old and solid cit? izen, who has a large ami material interest in the welfare of New Orlenns, attempted unsuc? cessfully to register himself as a voter recently in the Fourtii District. Ile offered to take thc prescribed oath-which indeed is all. that 1 should be required, for those who unworthily take that oath arc liable to ft prosecution foi perjury-but tiie registrars would not accept him as a voter on such terms, and held his case under advisement, lt isjbrery evident that thc registrars exceed their ditty when they prevent such men os Alderman KAISKR, and others, from registering, and for so gross and partisan a denial of justice they will assuredly lie held responsible.
