Alderman Honour moved to amend the first sec? tion of the bill by inserting the following after the word month : "Until tho 81st day of Jvdv, when ii' not paid, an amount of two per cent, per month on the amount of taxes shall be paid ; and after the 31st day of August, three per cent per month on the amount of t*!-*-3 due shall be paid until i av ment of the whole amount is made." " Adopted. Alderman Olney moved to amend the second section by striking out "one and a haif" and inserting "two." AN ORDINANCE TO BAISE SUPPLIES FOR THE YEAR 1867, AND FUR OTHER PURPOSES. I. Be it ordained by the Mayor and Aldermen in C5?V Council Assembled, That all Taxes payable under tho Ordinance^to raise supplies for the year 1867, and for other purposes, be paid on or before the 29th .day pf June next; and that persons who shall make default of payment ot their Taxes on -that day, shall pay, in addition to the amount of j llifir-Xai?s^onaand a half psr cont, per mouth, until tiae Slat day of July, when, if not paid, an amount of two per cent, por month upon tho amount of taxes shall be paid; and after the Slat day of August, throe por cont, por month on tho amount of Taxes duo shall bo paid until payment of tho whole amount is made. II. That all persons who neglect or fafl to pay their monthly Taxes on or before the fifteenth day of each month, shall respectively pay on the amounts thereof, two per cont, per month from such fifteenth day, until payment is mada. A Bill to regulato tho Cleansing of Privies and Vaults, in the corporate limits of the city. The Bill received its second reading and passed to a third reading. Tho Bill received its third reading and passed. Tho title was changed to Ordinance and it was ordered lor engrossment. A BILL TO KL QU LATE THE CLEANSING OF PHTVIES AND VAULTS IN THE OOHPOBATE T.TMTTH OF THE CITV. I. Bc U ordained by the Mayor ana Aldermen, That from and after tho ratification of this Ordi? nance it shall not be lawful for any person to cleanse or remove tho contents of vaults or Privies within the limits of the city, without hav? ing previously obtained a license" for tho samo; all such licenses to expire on 31st Boconibor of every vear, and be subject to all requirements imposed by Ordinances regulating tho granting of Licenses for Brays and Carts. LT. Taut the use of barrels in open carts and wagons is prohibited, and parties applying for li? cense will be required to provide closed oar ta suit? able for the purpose. III. Ail porsous having such license shall report at one of th o 'Guard .Houses during; the day his or their intention to do such work during the ensuing night; m the Lower Warda such report to be made to Main Guard House, in the Upper ""Wards, to Up? per Guar? House. IV. The place or places for the deposit of such offal shall be designated from time to time by the Mayor. V. Every owner or driver of such licensed cart, or any other person who shall violate any of the provisions of this Ordinance, or shall neglect or refuse to observe the same, or any of them, shall forfeit and pay for each offence a fine not to exceed twenty-five dollars, to be enforced by the Mayor in his Court, or recovered in any other Court of com? petent jurisdiction. At this stage of proceeding, Alderman Willis ap? peared and took his seat. Alderman Oakes gave notice of a Bill to regulate the storage of Petroleum Oil and its products, and asked that the notice be considered its first read? ing, which was granted. Alderman Pringle reported as having been en? grossed by the Clerk, "An Ordinance to provide lor instruction in Modern Languages in tue Col? lege of Charleston. The Ordinance was ratified in due form. SAVANNAH, April 25.-For the past week the market has been exceedingly quiet and dull, transactions being very'limited, and they mostly to city customers. The demand from the country haB been dull, in consequence probably of the wont of monev and the unsteadiness of prices at the North. Prices may be said to be without any notable change. EXCHANGE.-There has been very little offering thia week. The demand has been greater than the supply. Brokers are buying at par to ? premium, and selling at ii premium. - GOLD.-Tr-J fluctuations in gold have had quito a range, and the market fur the week has been very una eady. COTTON-At the close of the last weekly report the market was prostrated, and it has continued so during tho prosent week, lt had then declined to 26c for mid? dlings, and we predicted a a till farther decline, which has since been verified. It was hoped that when it had fallen to 12d in Liverpool lt had reached the lowest figure, and would probably advance again; but in this holders were disappointed, and it keeps gradually de? clining. ' This week there has been nothing done In this mar? ket and prices have be on so unsettled that we can scarce venture quotations. Middlings may be said to bo nominal at 23c. SEA ISLANDS-In this description of cotton there hs a been nothing done, and there ls very little offering at the prices purchasers aro willing to concede. The receipts at this pori, since the 18th inst, amount to 2744 bales of Upland, and 29 bales of Sea Uland. The exports for the same period amount to 3437 bales Up? land, and C67.boles Sea Uland. FLOUE-Our market continues extremely dull, and in tho absence of transactions without quotable change, though to effect solea some concession would have to be made on tho part of holders, Stock and receipts, how? ever, are quito email, and none pressing for sale.
