If we had time or temper to profit by the expori j enees of others, there are two questions how exer? cising tho political intellect of Europe which would I deserve especial study at tho hands of the Impe 1 -i-i Congress which governs hs. The problem they are trying tb solve is a far less perilous one' than that which our statesmen have decided.'
