Mr. GEOBGE TOOKER, the Bepuplican candidate
st the late Mayoralty election at Alexandria, Ya.,
on Friday morning called on-Mr. LATHAM, the
gentleman who was declared elected by tho judges
of election, and demanded from, him the seal of
-the corporation and the books of the office. Mr.
T.kTUkix answered that the seal and books were in
Ins possession, and that he intended they should
remain there, but declined making any further
response. Mr. TUGEEB, then withdrew.
Three of the most prominent merchants of Ne
York city, Swiss importers, on a general tour of
observation to the Southern States, arrived at For-"
tress Monroe on the 6th inst., and spent the after?
noon in an interview with Mr. DAVIS. They were
^pleasantly received and entertained by Mr. DAVIS
and Mrs. DA vis. The conversation which ensued
on varions commercial subjects was prolonged
several hours. They found him in good health.
English tax-payers seem to be as deficient in
conscience as ; some .American distillers. The
Tonen gives the following facta concerning the col?
lection ofl?na income tax : "A joint stock company,
xe^urned ?6000 as assessable profits. .The surveyor'

which returned. ?190,000 was finally compelled to

The morale of- the British income tax payer is
dearly not very high : and 'careful scrutiny ' all
?over the country might do what the Chancellor of
Exchequer dare not do-double the income tax."

mined to make the most of .his temporary resi?
dence in the Chatham County jail. He dates his
editorials from that secluded locality, and is not
unconscious of the rare advantage he enjoys there
for political meditation. He comes to the conclu?
sion that the South is in a bad way, and needs con- '
at?tutional amendment. Solitude has ever had a ,

faculties, and when Mr. HATTO emerges from his ^

POLITICS IN EUROPE.
If we had time or temper to profit by the expori
j enees of others, there are two questions how exer?
cising tho political intellect of Europe which would
I deserve especial study at tho hands of the Impe
1 -i-i Congress which governs hs. The first is the
Reform question in England; and we cannotjnja

ing this subject and the course pursued by our
moro reckless law-makers. The problem they are
trying tb solve is a far less perilous one' than that
which our statesmen have decided.' They have
?3 im ply to determine to what extent they shall ex?
tend the franchise to people of the same race, blood
and breeding, whose exclusion has hitherto been
an exclusion from participation in the technical
operations of legislation, rather than exclusion
from real influence upon the politics of the conn-,
try;-for most of those who would be allowed (o'
vote under a Reform Bill have for Years, on nearly
I all the great political questions of the day, exerted
a decisive influence, although not through the bal?
lot-box. And yet, with what caution Parliament
and thc country proceeds 1 how carefully they look
at the consequences, and strive to adjust the de?
tails of o measure which, even in a moderate de?
gree, varies the political strength'of the classes
which make up the, wealth and intelligence of the

The other European question is the restitution
! to Hungary of its ancient constitution.: We all

domination which the conqueror exercised; and
we have lived to see. how Austria has learned that
even an absoluto. government can find justice a
wiser policy than force.
