OUR OBLIGATION,? TO THE GOVERN MENT. In recent utterances upon the altitude and actions ol' our adversarios at the North, it iniglil appear, perhaps, lliat wc have not been sufficiently rcnpocllul of Hie conduct and char acter of our present Government towards us. Thal it baa been lite purpose of the Govern ment lo restore Ihc Stiles le who. there is yet possible of constitutional relation.., lind to spare the States und people of the .South of as much as possible of the cons?quences of defeat, and of Hie requisitions ol' imperious and malignant iissailauts, there is little question. The course of (he Government might, perhaps, have been more elevated. In granting amnesty, ii might, perhaps, ai well have been unqualified hy clauses against those distinguished in posi tion, and tho?', ... ..-ast, possessing a moderate abai, of ..oalth. The effect of that, and it would seem to have been its purpose, has merely been to demoralize the country. It was calculated to inspire but a selfish feeling of self-preservation, which was of no advantage to the Government. It was not. of interest to the Government to suppress a sentiment of manhood. If the South were to be available to the Government in sustaining itself against the current of aggression which, sweeping down from the North, rolled as well against that Government itself as against us, it was emi nently important that the spirit of the South should not bebroken ; that its sense of integritj should be sustained, and that it should stand with consciousness that it was still fit for some thing-and for just relations with an inde pendent people in the political association, it was its purpose to establish. Nor was it of advantage to the Government in its necessary contest with aggressive ?pirits at the North. As a measure of propitiation, it waa _ weak and spiritless invention. They might ove the treason, butdetc6tthc traitor-be wili ng, at least, to receive that concession to exac- ' .ions. But that was not enough. It should have j aeon clear to the Government that they wanted nit an instrument, that no compliance was of ncrit while there was anything reserved, and it was imperative upon the Government, at the bc ginnir of the present controversy, to determine, sharply and at once, whether it would bo with the aggressive party or against it ; whether it ivould bo their ready instrument or stand firm y ogainst them upon the straining timbers of he Constitution. That it did not do so-that tyielded thus far, as wc have said, to the cx ictions of that party, and inflicted so much of mnccossary humiliation upon the South-is, to lay the least, io bo regretted. It tonded to dis urb the counsel and paralyze the spirit of the , South. It stirred thom up to an impotent ac ivity, when there was no possible prospect of . profitable action, and the very concession to vhat was presumed to be popular taste at the ".orth, while inefficient to propitiate a favora >le feeling, but tended, in the weakness it bu llied, to encourage the aggressive feeling of , hat section. , Apart from this, however, and whatever mr.y ?c the further action of the Government under he pressure of ?b necessities, it ia but fair to .onfess that, through its better policy, wc have leen .?pared ninny of the sufferings of subju gation. With our every foot of territory under he tread of hostile forces; with garrisons in ( owns and villages ; with military courts to ? ?upersede the civil law, and men turned loose ostir up whatever of evil there was in the na ures of a colored population-wc suffered much, uni might have suffered more. Seldom has a ?ountry been so overrun, and rarely has there )ecn acountry so subject, to sufferings from mili- t ary occupation. That these troops have been withdrawn; that civil law has been restored . ,vith the ordinary functions of self-government, ind thal the arm of executive authority has aeon extended to repress the further eruptions ready to be made upon us, is attributable to the j Hovcrnmcnt ; and though that protection may J lot continue; though the Government may bo ?reed to accept the situation,-to acknowledge ;he fact of preponderating political powers in he North, nor challenge fate upon a political ?89U0 to the great question now ponding, .vhothcr the Government eau long continuo an independent power, or must abdicate ita office md take scrvico at the hands of the Republi cans ; yet, wc must confess, it has dono its jest, through all its ordinary and legal forms, o protect us; and neither of Kb own motion, >r at the dictation of the Radical party, has it .lainicd a singlo victim of the many who Btood n armed opposition to its authority.
