UNITED STATES DISTRICT COURT, September ft. ' The only case before the Court yesterday was that of BENJ. CULVERT, LOUIS THOMPSON, and others, Beamenof the British bark B. F. Shore. A mo? tion wasmade by G. L .BUIST, Esq.. for a decree for the payment, of wages, or in oase of failure, for the sale of the vessel. Col. T. G. BARKER appeared for the respondent. After hearing the evidence and argument of I counsel, the case was referred to the United 8tates j .Commissioner, DANIEL'HORLBEOK, Esq., to fix the amount doe the libellants, to report this morning, at which time the decision'of tho 'Court will be | given. MAYOR'S COURT, September 4.-A venerable spe? cimen of female gentility from the Emerald Isle was brought up this morning for being drunk, and occupying more of the pavement than is claim ed by the heaviest tax-payer. As usual, she Baid it was the first time such a thing had ever occur? red, although her face is as familiar at the Court as any of the attaches. She having no money, the Mayor thought it useless to fine her, and he couldn't confine her, for her filth and dirt would have contaminated the Guard House, so uhe was discharged. A taveru-keeper, for selling liquor without a license, was fined the moderate amount of $100. Two men, who had been detected in selling gun? powder without a license, were blown up by bis Honor, and besides fined $20 each. Several owners of carts and drays, who havB heen driving about the oitv without going to the expense of providing their vehicles with lioenaeB, were made to pony up a fine. PROVOST COURT, Tuesday Morning, September 4.-Washington Griffiths, a colored man, who la? bored under a slight suspicion of stealing $13 from Sarah Ann Pope, was declared not guilty by the Court, aud consequently came out with a character much whiter than bis skin. Philip Martin, a mulatto youth of tender years and good countenance, but a little addicted to grabbing, was put at the bar, and on the evidence ofDeteotive FARRELL, it was proved that he had taken the money drawer of Mr. SEMKE, at the coiner of Spring and King streets, which contain? ed some seventy or eighty dollars, and had walked off with it to parts unknown at that time. Having confessed that he received thirty dollars of it, and showing that he was beginning to entertain conscientious scruples relative to his former conduct, for this was his third appearance, the Court sentenced him to aix mouths' imprisonment, 60 as to give him abuudant time for reflection, and $500 fine. June Grant, an individual with plenty of color but not much sense, attempted to improve hie understanding by stealing two pairs of boots and two pairs of shoes, and so determined was he to get into them that he broke open a window to obtain thom, and thereby committed "fl o bur? glary." June kindly offered to pay prosecutor for all damages, but it seems that from a want of spondulicks he couldn't come to time. His sen? tence was deterred. Due West is a pleasant villag of two hundred inhabitants, situated in the northern part of Ab? beville District, South Carolina, four miles from Donaldsville, on tho Greenville and Columbia Railroad. The climate of this portion of the State is not surpassed for pleasantness or healthful? ness, perhaps in the world, and pupils are con veyed to and from the depot at Donaldsville on private application. CHARLESTON BOARD OF TRADE.-Tho Regular Mentbly Meeting or tho Charleston Board of Vade was held at 8 P. M. yesterday, at the ?*?b ROOEI of the Charleston Hotel. In'vite absence of the President, E. WILLIS, Esq., Vice-rhsjaent, took the chair. The Mintos of the previous meeting were read and approved. The only unfinished business before the moot? ing was a resohitioi' proposing amendments to tho Constitution and P.y-Laws, proposed on a pre? vious meeting by Mr. C. H. M-.ISE. On motion of Mr. MARSHALL, the amendments were laid over to the next meeting. Reports of Committees being called for, Mr. E. PLATT reported as follows: The Special Committee of Tliroo, appointed by you, to see each wharf-holder separately or in a body, to solicit them toreduce the present rates of wharfage and storage, or establish some uni? form rates of ?ame, beg leave to make tho folio iv ing report: A meeting1 of tho whai f-hnlders wae called by the Chairman of said Cnrnmittee, to bo held at Messrs. Mowry & Cu.'e office, on Friday last, at 4 P. M. Some five or six wharf-holders responded to this cali. The meeting was organized by ap? pointing Mr Henry Cobia Chairman, and Mr. Thaddeus Street Secretary, when the Chairman of this Committee was called upon to state tho ob? ject of this meeting, which statement he made as follows: The object of the meeting was to solicit the wharf-holders to reduce and establish some uni? form rates of wharfage'and storage. The question was then asked what rates would be oatisfaetory; to which the Chairman aud Mr. Mowry stated that it was their opinion that there would be no ob? jections made by any merchant of Charleston to the rates of 1860. Major Willis, our worthy vice-President, then stated that the wharf-holders could not afford to adopt those rates without the addition of 50 per cent. A motion waa then made that tho rates of wharfage and storape should be the rates of I860 with 60 per cent, added, except upon sumo few heavy articles, which waa thought should be re? duced. This motion was carried; after which the meet? ing adjourned, subject to the call of the Chair? man. EDWIN PLATT. HENRY COWA. L. D. MOWRY. After considerable discussion, on motion, the report was recommitted. Mr. COIIRS offered tho following preamble and resolutions: Whereas, The sentiments of the Charleaton Board of Trade may have some iuflucuee on the action of the Legislature, in regard to a mattor HO directly influencing our interests as the late Bill for building up t he burnt district and waste places of the city, passed by our Council: Resolved, That tho Charleston Board of Trade I highly approve of the late Bill, paaaed by the City I Council of Charleaton, to aid in rebuilding the waste places and burnt districts of Charleaton. Resolved, That our Sena tora and Repreaenta tivea be urged to have the some legalized by the present General Assembly. Resolved, That the President be requested to forward the above to Columbia at once. Mr. MARSHALL announced that a very important matter is to be brought before the Board to-night, viz: the building of the Oheraw and Coalfields Railroad; and as tho President, Major B. D. TOWNSEND, and Mr. MACFARLAN, tho originator of tbia enterpriaa, and Pr?oidcnfc ot ihr Ohr-raiT and Darlington Railroad, are at present in the house, he moved that the Chair appoint a com? mittee to wait on these gentlemen and introduce them to the meeting. This waa agreed to. The Chair appointed on this Committee Messrs. MARSHALL, COBIA and MOWRY. Upon the return of the Committee the Chair in? troduced Major B. D. TOWNSEND, the President of the Cheraw and Coalfields Railroad, who then addressed the meeting on the condition and pros? pects of the road over which he presides. [As we' have already spoken several times in our columns on this subject, and have stated its advantages, needs and prospects, we cannot, in the crowded state of our columns, give a report of Major TOWNSEND'S very able Bpeech.] After Mr. T. had concluded his remarks, Mr. MACFARLAN, being called upon, addressed the meeting on the aame aubjeot, aet ing forth the advantaged of the Cheraw and Coalfields Railroad. On motion of Mr. Conns, a Committee of Five was appointed to take this matter into considera? tion, and endeavor to solicit subscriptions for the building of this road. The Chair appoiuted on the Committee Messrs. COHRS, E. H. WALTER, Z. B. OAKES, W. M. BIRD, and F. HORSEY. On the suggestion of Mr. MACFARLAN, Mr. MOW BY made a motion that the above-named Commit? tee be appointed to go and inspect the Cheraw and Coalfields Railroad, and report thereupon to this Board at a future meeting.
