"And that section 0,023 of the (levis* ed Statutes bc amended so ns to read as follows : " 'Every officer of the army or navy, or other person in the civil, military, or naval service of the L'nit"d States, who orders, tirings, keeps or has under hi? au thority or control any troops or armed men at any place where a general or special election is held in any State, simd bc lined not more than live thou sand dollars, and suffer imprisonment al hard labor not less than three months nor more than (ive years.'" It is known that the Presiden! doe? not favor the presence of troops al thu polls, but his parly advisers have at tempted lo make bim believe thal the above amendments have been adopted in a "revolutionary" manlier, and it is therefore Iiis duty to withhold bis ap proval from tile legislation. .Should he be forced into doing this-should hu re fuse to sign tho bill-it is well known that in neither the Senate nor the I (.ilise have the Democrats a snllicierit majority to overcome tho veto. Perhaps iican but when the Army bill is killed, there comes up the Legislative, Executive and Judicial Appropriation bill, lo which Ibo Democrats will add as a "rider," amend ments repealing the jurors' testonlhs, the sections of tho statutes authorizing spe cial deputy marshals, tining away with chief supervisors for each voting precinct without any police authority. This measure will be even more bitterly dis cussed than the Army bill has buen, be causo thc interests of Northern Dem? crata d?chire Ihjt the statute", as they stand, put thu p >wcr of controlling elec tions in the hands of ibo Administration, whilu thc Republicans retort that lo re peal them is to rcmovo tho last safe guards to the purity of the ballot. This Bill, ns amended, will pass the House and the Senate, and the President will be again required to act, but on a matter of far greater importance than in ibu present instance. Thc veto will kill tho bill, and tho j wheels of Govern ment milts como to a stand still. The cr intry may be ablo to get nlong for a year without an army, but it cannot dispenso with Government for a minuto. A situation of affairs w ill be reached where either tho President or Congress must yield, and it is the formel who must give up untenable ground and provent anarchy. Congress represents tho people. Tho representatives of the peoplo charged with tho power c?making appropriations and vested with tho right to annex to them such conditions as it may think tobo for tho best interests of the neople. This proposition is almost ns old as is the history of English speak ing people and ns truo now as it was two hundred yenrs ngo. A Relic of Sorosslou. It has been believed and recorded as an historical fact that the Southern Con federacy had no metallic currency. Af ter a lapse of eighteen years.ovidenco now presents itself to ?how that four coins wero struck otl'at the New Orleans mint while that place was in thc possession of tho Confederate government. This dis covery has been brought about by a /fre on, item, entitled "A Craze for Coins," which g.ivo tho fancy price placed upon rare pieces. A few days subsequent to the publica tion, Mr. Mason, thc numismatist of 1-13 North Tenth street, who was incidental ly referred to in tho article, received a communication from B. E. Taylor, M. IX, the Secretary and Treasurer ot tho Lou isiana Stalo Hoard of Health, giving tho information that ho had a Confederate coin in his j jssession. In reply Mr. Ma son wrote for a lead pencil rubbing of the piece, at the samo timo expressing u doubt ns to tho existenco of any genu ino coins of the Confederate States. Tho return mail brought a rubbing of the coin. Tho obverso representa a liberty cap, above, tho American shield, tho union of the lattor containing seven stars, repre senting tho seven seceding States, the whole being surrounded with a wreath of sugar cane mid cotton in bloom mid the motto "Confederate States of Ameri ca." Tlio reverso has the goddess of liberty with the thirteen stars, represent ing the States from which the Confedera cy sprang, and the date, "1801." Tho history of the coin may bo briefly recapitulated from "Mr. Taylor's state ment. When tho Now Orlenna mir.? taken nosession of by the Confederates ia April, 1801, the original dies of the United States were cancelled in the pres ence of tho officials -connected with the building. Tho Confederates' Cabinet, which was then sitting at Montgomery, issued orders for a design for a Confede rate currency to Mr. Taylor, who was then chief coiner of the mint. Tho above design was submitted and approved, aud orders were issued for tho ? triking off of sp?cimen pieces. Four half-dollars were accordingly coined, and these also follow ing tho design, were approved by tho Cabinet. Then came an obstado. That body found that it had not control of sufficient bullion to proceed with an is sue of coins, and consequently tho mat ter was doferrcd, and a temporary issuo of paper money decided upon. Tue sub sequent rout of thc Confederates throw tho coinage project overboard. Of tho lour coins struck, ono is in tho possession of ono of the chiefs of thc Confederate government; tho second waa presented to Prof. Biddlo of the Uni versity of-Now Orleans, and the fourth wa* retained by chief coiner Taylor, by permission of the Cabinet.
