?- The United States Senate has confirmed itha'nomination of Philip Clayton, of Georgia, ,to be Consul at Valparaiso. Mr. Clayton was '-Assistant Secretary of the Treasury to Howell Cobb, under Buchanan's administration, and both resigned office at about the same time to take part in the rebellion.. Mr. Clayton occu ?ied the position of Assistant Secretary of the reasury under the Confederate government for about a year, when he resigned. He voted for Grant in 1868, and has ever since acted with the republican party. ? The Washington correspondent of the Baltimore Sun says: While the House was in committeeof the whole on the Indian appropria? tion bill, to-day, Mr. Rainer, of South Caroli? na,- was-caUed to the chair, and occupied it for nearly an hour. This is the first time that a colored man has sat in the chair of the Speaker of the House of Representatives, and it was the occasion of much comment on all sides, as an indication that the world moves. THE attention of all whom it may concern is called to the following sections of an Act of the Legislature, approved March 3rd, A.D. 1874: Skctiox 1. That the school commissioners of tbe several counties of this State shall proceed forthwith upon the passage of this act, to re? port to the county treasurer of their respective counties the number and amount of past due school claims up to the first day of November, 1872, remaining unpaid in their respective coun? ties. Provided, That all school claims issued prior to the first day of November, 1872, shall be first paid, as prescribed in this act. Skc. 2. That the county treasurer of tbe sev? eral counties of the Slate, upon receiving such reports, shall devote the poll tax collected in their respective counties to the payment of the claims so reported; and, also, whatever sur? plus may remain oi uc fund raised for the support of the widews and orphans of those killed on account of their political opinions, in those counties where such levy has been made; and should the amount of poll tax collected in any county, in the first year after the passage of "this act* be insufficient to pay the whole of said claims, then the county. treasurer of such county shall pay out the same pro rata, and continue the samo from year to year, until tho whole amount of such claims shall have been paid, endorsing each partial payment on each claim, and the party receiving such partial payment shall receipt to such treasurer for each partial payment, tho said receipt to be kept filed by such treasurer as his voucher.
