The Duke D'Aumale has issued an ad? dress to the French electors. He reserves his opinion as to peace or war, because he is not responsible for the war, having been forced to remain inactive when he wanted to fight. He expresses his conviction of the advantages of a monarchy for France, and proudly compares France during the reign of Louis Phillipe with the France of the present day, but he declares that there is nothing to separate him from the republic, and, if France determines to retain the republic he will bow to her decision.
