health.
^ .'-^The impression prevails in some quarters
whisfe opinions have generally been creditable,
that Grant will neither sigi nor veto the bill
to repeal the test oath, but will let it become a
law by Junction, ignoring all responsibility
Whatever.
? A London dispatch of the 4th says : The
.Germans bad a series of engagements on the
Swiss-frontier with the rear guard of Bourbaki's
army, on Monday, Tuesday and Wednesday and
captured two eagles, 19 cannon and mitrailleu?
ses, and 15,000 prisoners, including two gener?
als, many hundred provision wagons, and a
large quantity of arms. The German loss was
very small. The generals commanding the
French, including Garibaldi, vainly attempted
fco extricate themselves by appealing to the Par?
is armistice.
5=r Several bills arc now before the Legisla?
ture to abolish the trial justice system. None
bf these will pass as the force of the trial jus?
tices on the floor of the House is too great to
be overcome. In view of this, and to prevent
kbuses of power, a new bill is now preparing
in the attorney-general's office, which, when
Completed, will cover about ninety pages of le?
gal cap, and will meet al! the necessary require?
ments. It minutely defines their criminal and
civil jurisdiction, and lays down a mode of pro?
cedure to be followed by them.
? The Legislature of Virginia has just
passed an Act changing the corporate title of
^Washington College" to "Washington:and Lee
University," indicative of the advanced prog?
ress of the institution under its late illustrious
President, and fitly blending the immortal
names of its chiefest patrons.
, ? The Duke D'Aumale has issued an ad?
dress to the French electors. He reserves his
opinion as to peace or war, because he is not
responsible for the war, having been forced to
remain inactive when he wanted to fight. He
expresses his conviction of the advantages of a
monarchy for France, and proudly compares
France during the reign of Louis Phillipe with
the France of the present day, but he declares
that there is nothing to separate him from the
republic, and, if France determines to retain
the republic he will bow to her decision.
