V THE AM RECORDER, Emtjcrkd at the Post Office at Aiken, 8. C. as second days matter. AIKEN, 8. C. t MARCH 21, 1880. *Tbat Shall We Do Convicts? With Our Mr. E. J. C. Wood, of Aiken, sends to the News and Courier the follow- ing suggestions, which may he profl- ably considered by ail citizens in terested in the full development of the great natural resources of the Stale. The Legislature has received from time to time similar suggestions as to the employment of couvlcts, and at the last session Gen McGrady intro duced a bill looking to the same end, • but the House did not take time to consider it fully, and, instead of pas sing it, made provision for the pur chase ot a Penitentiary farm: “The remarks of the Bureau on the fkilure of the Penitentiary board to select a site for a farm has suggested to me that the board now has a grand opportunity for an experiment which possibly might lead to remarkable re sults. If the necessity of providing a farm this year for the convicts does not weigh with them, then a site * might be selected subject to overflow from freshets at a minimum cost—the convicts set to work to ditch, drain and even bank it in time to plant it next year. "A successful experiment in this di rection would probably lead to the reclamation of thousands of acres in this State which are now of compara tively little value. Mills, in his sta tistics of South Carolina, near a hun dred years ago, pointed out the value which would accrue to the State from work of this kind. Much of such land is alluvial, with rich soil severa feet in depth capable of producing im mense crops without manure. As now situated they make undesirable homes for the white man, but if re claimed would be freed from malaria and be veritable garden spots. One of the t hougiits suggested was in re gard to the increase of the taxable value of the lowlands of this State, being an object of State enterprise and well worthy of consideration in a business point of view, for now ae sessed at 25 to 50 cents per acre if re claimed would be worth as many dol lars per acre, and thus the Stale would be reimbursed /or the outlay. “In this view I hold that it would be the most profitable and practicable way to empldy the labor of convicts in demonstrating, what can be done with such lands. By making a judi cious selection of a locality for the ex periment there is no doubt but what the lands would be worth all they cost if the State at any time wishes to sell. “I make no attempt to go into an exhaustive inquiry, only wishing to call attention to the matter—hoping you may bring it before others who are better acquainted with the details “I notice in the News and Courier what you say of the Michigan lum ber men—and would suggest your amplifying your suggestions by refer ence to the possibilities tor profit in syndicates purchasing large tracts of lands in the low-country with a view of their improvement by ditching and embanking and then selling them ;ain to settler^. Forty Per Cent. Dividend. Aiken, 8. C., Feb. 3, 1890. W. M. Hutson, Esq., District Agent for South Carolina, Mutual Benefit Life Ins. Co., of Newark, N. J, Aiken, S. C. Dear Sir—On December 12th, 1863, I was insured in the Mutual Benefit Life under policy No. 21,478, for $3,000, on the ordinary Life plan, annual pre mium being $59.40. The record of my policy is as follows: Twenty-seven years insurance of $3,000 cost $1,603.80, less cash divi dends drawn by me, $636.77. making net cost for 27 years $967.03; or $35.82 a year for $3,000 policy, or $11.94 a year per $1,000 insurance. The cash value of my policy now is $725.86, or paid up insurance value is $1,614.00, or if I prefer tlie company will continue mv insurance of $3,000 for 16 years and 65 days longer with out any other payment. If I take the easli and stop the insurance now, I would have t had "IS,000 Policy on m3* life for 27 years at cost of less than $3.00 a year per $1,000. I consider the old Mutual Benefit Life tlie i>est company in the United States for the policy-holder. It is old, large and strong, it issues the b^st and most liberal policy contract and pa3*s big dividenis. The dividends on my policy* for 27 years have averaged forty per’cent. per 3*ear. Before insu ring elsewhere I would advise my friends to see Mr. W. M. Hutson, Agent ot this Company, and read Policy contract. Very respectfully, Robert Powell.
