Shall We Do
Convicts?
With Our
Mr. E. J. C. Wood, of Aiken, sends
to the News and Courier the follow-
ing suggestions, which may he profl-
ably considered by ail citizens in
terested in the full development of
the great natural resources of the
Stale.
The Legislature has received from
time to time similar suggestions as to
the employment of couvlcts, and at
the last session Gen McGrady intro
duced a bill looking to the same end,
• but the House did not take time to
consider it fully, and, instead of pas
sing it, made provision for the pur
chase ot a Penitentiary farm:
“The remarks of the Bureau on the
fkilure of the Penitentiary board to
select a site for a farm has suggested
to me that the board now has a grand
opportunity for an experiment which
possibly might lead to remarkable re
sults. If the necessity of providing
a farm this year for the convicts does
not weigh with them, then a site
* might be selected subject to overflow
from freshets at a minimum cost—the
convicts set to work to ditch, drain
and even bank it in time to plant it
next year.
"A successful experiment in this di
rection would probably lead to the
reclamation of thousands of acres in
this State which are now of compara
tively little value. Mills, in his sta
tistics of South Carolina, near a hun
dred years ago, pointed out the value
which would accrue to the State from
work of this kind. Much of such
land is alluvial, with rich soil severa
feet in depth capable of producing im
mense crops without manure. As
now situated they make undesirable
homes for the white man, but if re
claimed would be freed from malaria
and be veritable garden spots. One
of the t hougiits suggested was in re
gard to the increase of the taxable
value of the lowlands of this State,
being an object of State enterprise
and well worthy of consideration in
a business point of view, for now ae
sessed at 25 to 50 cents per acre if re
claimed would be worth as many dol
lars per acre, and thus the Stale would
be reimbursed /or the outlay.
“In this view I hold that it would
be the most profitable and practicable
way to empldy the labor of convicts
in demonstrating,what can be done
with such lands. By making a judi
cious selection of a locality for the ex
periment there is no doubt but what
the lands would be worth all they
cost if the State at any time wishes
to sell.
“I make no attempt to go into an
exhaustive inquiry, only wishing to
call attention to the matter—hoping
you may bring it before others who
are better acquainted with the details

Royal harbor, which has been rec
ommended as a repair station for the

is the subject of a bill presented to
Congress by Representative Flower,
of New York. Ttfe bill recites that,
in view of the numerous accidents
and loss of life resulting from the
present system of coupling railway
cars by hand, a hill requiring all rail
way companies to equip their freight
and passenger trains with automatic
couplers has become a necessity. The
act is to be operative after November
1,1892.

If the farmers’alliance is wise, it
will let the people manage political
matters. It will do no more than urge
its members to exert themselves to
support good men for office. If it
goes beyond that in the political field
it will soon doubtless come to grief.
It is said that fully two-thirds of the
peach trees are either dead or dying.
This report comes from various sec
tions of the State. The editor of the
Newberry Observer made a partia
examination of his trees and fount
that several of the finest and hardiest
looking are dead.
Col. J. A. Hoyt, of Greenville has
been elected chairman of the State
Executive Democratic Committee in
the place of Judge Izlar.
