Any debt contracted «*y the State shall be by loans on State botiris, or i slock, of amonuis not ieos than f lOG i each, bearing interest pay'able M?n»i- |annually, and payable within fifty j years after the final passage of the law authorizing such debt. The only change contemplated by ’ this amendment is to make the b inds “not less than IIOO,” instead of “not less than $d<V' us the law now is; and tochangethe time within which the debt is to be paid fiom 20 t<» 50 years. The only objection we c tn see to the amendment is, that the long time re quired Tor pay Hi g a debt iiiiglit be an inducement to the State to incur uu- *hfecessary obligalions. The other proposed amendment is to Article II and reads n» follows: Section 4. That the House of Jtep- reseutatives shall consist of 12i mem bers, to be apportioned among the sev eral counties according to the number t>f inhabitants contained in each. An enumeration of the iuhr.biiunts f;»r this purpose shall be made in 18i‘l, ‘and shall be made in the course of every'tenth year thereafter in such manner as si. all be bylaw directed* Provided, That the Oential Assem bly* may at any time in its discretion adopt the immediately proceeding United Slates census as a true*and correct enumeration of the inhabitan.s of the sev’eral counites, and imik;* the apport<dq,:uent and assignment o'. This amendment shall not prevent the general Assem bly from providing for an enumera tion and apportionment prior to 1831 iti the manner provided by law. The object of this amendment is io save the expense of taking the census by adopting the census of the V nited States. Thtv present Constitution provides for a census “in 1875 and every* tenth year thereafter.’* Last year was the time prescribed by the Constitution for taking the census f >r the purpose of reapp-inionment; but, a->is well known, the Constitution was ruthlessly violated for the purpose of retaining a larger representa tion to some of the lower counties than they are entitled to. This pro posed amendment does not prevent the taking of the census at any time prior to 1891. We believe the amen 1- ment is a good one; it would s-ave about $25,090 every tenth year; and we believe it should be voted lor. A QUESTION ABOUT Browns Iron Bitters A NS WE RED.
