The object of this amendment is io save the expense of taking the census by adopting the census of the V nited States. Thtv present Constitution provides for a census “in 1875 and every* tenth year thereafter.’* Last year was the time prescribed by the Constitution for taking the census f >r the purpose of reapp-inionment; but, a->is well known,the Constitution was ruthlessly violated for the purpose of retaining a larger representa tion to some of the lower counties than they are entitled to. This pro posed amendment does not prevent the taking of the census at any time prior to 1891. Sputter, S. t\, Oct. 13.—The cotton picking machine of the M-a-an Cotton Harvester Company, invented by C. T. Mason, of this place, was tested to-day* in a field in the presence of the committees from the New York Cot ton Exchange and the Charleston e - changes and representatives of_ the Stale Agricultural Department. Toe machine picked cotton at the rate oj 189 pounds per hour without injuring the bolls or plants.
