MEXICO AND MEXICANS f Miscellaneous Developments Bearing Upon Troubled Conditions. Reports from Torreon say that General Villa's army to go against Mexieo City, will include 35,000 men and 75 cannon, ten of which were captured at Saltillo with a good lot of ammunition. The army is to be under command of four generals selected by J* Villa. General Carranza has sent a message to the border that he will allow all claims arising from the Cambre tunnel disaster, when SO lives were lost: the accidental killing of any foreigners in Mexico and for property owned by foreigners in Mexico, and urges the tiling of claims that they may be paid promptly. Large numbers of rebels are reported to be gathering in the state of Vera Cruz and an early clash with the Federals in the vicinity of the city of Vera Cruz is expected.
