Referred to the Committee on AgriCulture. The bill provides that the owners of all lands under cultivation shall cause tc be erected around such lands a lawful fence, I five feet high, under a penalty of not less than ' two dollars, nor more than five dollars per acre fine, for all such land not enclosed, in addition to all other fines and penalties as are 1 imposed by law. Scott, Governor of the State of South Carolina, be impeached of high crimes and misdemeanors in office." The correspondent of the Charleston Courier says: "This created a little whirlwind, and brought on a lively skirmish, lasting for about one hour. The Hessians began fillibusteriug at once by amotion to indefinitely postpone the consideration of the resolution, but this was lost by a vote of 28 to 41. Then General Whipper called iho previous Question, and, the call beingsustained, he parceled out the hour thus allowed him among Jones, Wilkes, Hunter, Lee and Bvas, who amused themselves ad libitum with their peculiar oratory, repeated their threadbare and familiar arguments, and disported themselves generally to their own intense satisfaction. The call of the yeas and nays being finally reached, it was found thata sufficient number of members were not present to carry the resolution under the two-thirds rulo in any case, there being but eighty-one members present, while under the speaker's ruling, an affirmative vote of eighty-eight is necessary. The vote taken, however, showed a larger number of members in . favor of impeachment than had voted for it before ^ the recess and resulted in a tie, by 40 to 40. The speaker having the casting vote recorded himself with the anti-impeachers, and so the resolution was lost once more. The votes in favor of impeachment were: Messrs. In the Senate, Mr. Cardozo, from the Committee on Education, reported on a bill to amend the act amending the act establishing and maintaining a system of free common schools in the State, with an amendment to * section 28 in the shape of a substitute, providing a salary of S500 for each couuty school commissioner. Mr. Whittemore, without previous notice,introduced a bill to provide for the speedy apportionment of the State appropriation made for the support and maintenance of free common schools. Also, gave notice of the introduction of a bill to supply the deficiency iu the appropriation for common schools for the year ending October 31st, 1871. | A bill to regulate the granting of divorces was passed and ordered to be enrolled. A bill to abolish the office of State Auditor and confer the duties of his office upon the Comptroller-General created debate on a motion to postpone the consideration of the same and to make it the special order for a future day, in which Messrs. Whittemore, Smalls, Leslie and Nash took part; after which it was made the special order for next Wednesday at 1 p. m. A report was received from the Comptroller-General relative to the financial status of the State. Received as information and ordered to be printed. In the letter accompanying the report, Neagle regrets the unsatisfactory condition of the finances, but says he is unable to make any recommendations looking to an improvement for the future. He adds: "But in view of the fact that the finances are managed by a financial board, of which I am not a member, and of whose further plans I am not advised, you will, I trust, pardon' me for refraining from an expression of ray views, and for hoping, perhaps vainly, that their plans for the future will work out our relief as rapidly as those pursued in the past have lPAwlrorl finanntnl ruin " In the House, Mr. O'Connell, from the Committee on Roads, Bridges and Ferries, reported favorably a bill to authorize the county commissioners of York county to change the location of Armstrong's Ford. Mr. Jervey, from the Committee on Privileges and Elections, reported favorably a bill to amend an act providing for the general elections, and the manner of conducting the same, with an amendment tostrike out section one, which lay over under the rules. Mr. Briggs introduced a joint resolution for the investigation of the transactions of the Financial Board and the Financial Agent of the State iu the city of New York. Referred to the Committee on Ways and Means. A concurrent resolution was received from the Senate requiring the General Assembly to adjourn sine die on the 16th of February. The consideration of the resolution was made the special order for February 14th. Friday, January 26, 1872. In the Senate, a motion was made by Mr. Gaillard, to reconsider the vote whereby the report of the Committee on Finance on a bill to cancel the liability of the State on the guarantee of the bonds of the Blue Ridge Railroad Company, was made the special order for Wednesday next, which was carried by a vote of ayes 13 nays 6. Mr. Arnim then moved to make the same the special order for 1 P. M., to-morrow, which was lost by a vote of ayes 9, nays 12. Mr. Rose then moved to take the bill up at once, which was carried, and a general debate followed upon the merits, intents and purposes of the measures, and the course pursued in taking the same up at the present time, after which a motion to make the same the special order for Tuesday, at 1 P. M., was carried by a vote of ayes 11, nays 10. In the House, Mr. Briggs, from the Committee on Agriculture, reported unfavorably a bill to grant aid to the State Agricultural and Mechanical Society. Also, favorably, a bill to exempt a certain portion of York county from the requirements of an act to regulate fences. Also, favorably, a Senate bill for the preservation and protection of useful animals. Also, unfavorably, a bill for the protection, preservation and propagation of game. All of which went over for a second reading. Mr. Sanders gave notice of the introduction of a bill to prevent all persons who have been convicted in the courts of this State as belonging to the Ku-Klux Klan, from voting or holding any office of profit or trust under the laws of the State. Mr. A. L. Singleton introduced a bill tc regulate the toll to be taken out at grist mills which was referred to the Committee on Agriculture. + Conveyance of Real Estate. The following Act, passed at the pres f ent session of the Legislature, is of special interest to persons buying real estate. It is entitled "An Act to more effectually provide for the recording of all conveyances of real i estate: ^ Section 1. Be it enacted by the Senate and House of Representatives of the State ol i South Carolina, now met and sitting in General Assembly, and by the authority of the same, That every conveyance of real estate within this State, hereafter made, shall, within thirtv-three days, be recorded in the office of the Clerk of the county in which said real estate shall be situated, except in the county 4 of Charleston, where all such conveyances shall be recorded, within the same time, in the office of the Register of Mesne Conveyance \ ? I' shall be void, as against any subsequent pur1; chaser in good faith and for a valuable con1 sideratiou, of the same real estate, or any i! portion thereof: Provided, Such subsequent ; | purchaser shall have first recorded his said > | conveyance. Different sets of books shall be provided by the Clerks of the several counties, for the recording of deeds and mortgages, in ' one of which sets all conveyances, absolute in their terras and not intended as mortgages, or ( as sureties in the nature of mortgages, shall ( be recorded, and in the other set all such mortgages or sureties in the nature of mort| gages shall be recorded. C., hence, planters may rest assured that its QUALITY AND COMPOSITION is precisely the same as that heretofore sold. At the present low price every acre planted can be fertilized with 200 pounds Guano it a cost not exceeding the present value of 80 pounds of cotton, while experience has shown that under favorable conditions of season and cultivation the crop is increased by the application from two to threefold the natural capacity of the joil.
