disposed to put a stop to this kind of thing, and
it was with that view that Mr. L. Cain to-day gave
notice of a "Bill to compel Representatives to re\ir
i in llie aunties from whence they are elected."
>> hen the title of the Bill was read, a broad grin
was seen to steal over the countenance of several
of the members, and several others seemed anxious
to arise to explain, but as it was only a notice
of a Bill nothing was said about It. My word foi
it, however, there will bo a big light over its passage
when presented."
Mr. Gaither introduced a bill to provide
for the better protection of crops under cultivation.
Referred to the Committee on AgriCulture.
The bill provides that the owners
of all lands under cultivation shall cause tc
be erected around such lands a lawful fence,
I five feet high, under a penalty of not less than
' two dollars, nor more than five dollars per
acre fine, for all such land not enclosed, in addition
to all other fines and penalties as are

of its calendar business and soon reached the
resolution offered yesterday by General Whipper
"that R. K. Scott, Governor of the State
of South Carolina, be impeached of high
crimes and misdemeanors in office." The correspondent
of the Charleston Courier says:
"This created a little whirlwind, and brought on
a lively skirmish, lasting for about one hour. The
Hessians began fillibusteriug at once by amotion
to indefinitely postpone the consideration of the
resolution, but this was lost by a vote of 28 to 41.
Then General Whipper called iho previous Question,
and, the call beingsustained, he parceled out
the hour thus allowed him among Jones, Wilkes,
Hunter, Lee and Bvas, who amused themselves
ad libitum with their peculiar oratory, repeated
their threadbare and familiar arguments, and disported
themselves generally to their own intense
satisfaction. The call of the yeas and nays being
finally reached, it was found thata sufficient number
of members were not present to carry the resolution
under the two-thirds rulo in any case,
there being but eighty-one members present,
while under the speaker's ruling, an affirmative
vote of eighty-eight is necessary. The vote taken,
however, showed a larger number of members in
. favor of impeachment than had voted for it before
^ the recess and resulted in a tie, by 40 to 40. The
speaker having the casting vote recorded himself
with the anti-impeachers, and so the resolution
was lost once more.
The votes in favor of impeachment were:
Messrs. Allen, Andell, Bass, Bowen, Bowley,
Briggs, L. Ciuu, E. Cain, Crittenden, T. A. Davis,
Derrick, Doyle, Duncan, Dusenberry, Ford, Glover,
Goggins,* Ilagood, Humbert, Hunter, Jervev,
Litchfield, Lloyd, Logan, Maddoeks, Miles, Nebcin
ias, O'Connell, Pendergrass, Sellers, Small, R.
M. Smith, Taylor, Thompson, Whipper, Wilkes,
Williams, Wilson, Wofford and Yocum?forty.
Those voting in the negative were: Speaker Moses,
and Messrs. Adamson, Barker, Bascomb,
Boston, Bvas, Cousart, J. Davis, Ellison, Ferguson,
Gaither, Gantt, Gardner, Garev, Giles, S.

the State. Received as information and ordered
to be printed. In the letter accompanying
the report, Neagle regrets the unsatisfactory
condition of the finances, but says he is
unable to make any recommendations looking
to an improvement for the future. He adds:
"But in view of the fact that the finances are
managed by a financial board, of which I am
not a member, and of whose further plans I
am not advised, you will, I trust, pardon' me
for refraining from an expression of ray views,
and for hoping, perhaps vainly, that their

which a motion to make the same the special
order for Tuesday, at 1 P. M., was carried by
a vote of ayes 11, nays 10.

A Stable Institutiou."Just at the period
when all stable-men were complaining that
the horse-ointments of the day were uustaWe
remedies, the Mustang Liniment made its
entree in Missouri, without any flourish of
trumpets, and within one year, became the
favorite embrocation for the external distem1
pers and injuries of horses and cattle in all
the Western and Southern States. From that
time to this, it has never had a rival in the
estimation of accomplished horsemen ; nor is
its household reputation as a cure for rheumatism,
neuralgia, sore nipples and caked
breasts, tumors, mumps, sore throat, earache,
toothache, bruises, burns, wounds and sprains,
a whit behind its celebrity as a horse Liniment.
The Mothers of America know its
value, and apply it promptly to the external
injuries of the "rising generation," and in fact
there is not a city or township in the United
States whfere the Mustang Liniment is not
regarded by both sexes and every class, as a
blessing to the community.
