His Excellency further said that the men disbanded would still be liable to be called on, in case of necessity, but would receive no further pay, except for, actual service. Wm. E. Rose and John W. Meade, members of the Legislature from York county, who were in Columbia when Huliender applied to the Governor for military protection, .testified that his Excellency, the Governor, did not consult with them about the organizing of a military police in York county, or notify them that he had been' applied to for such protection. The other members of the Legislature from York county were summoned to testify before us, but were, for good reasons, unable to appear. The evidence adduced with reference to the effects of placing authority in the hands of said military company, does not show that the peace of the- county and safety of person aqd property have been promoted thereby. Ttiaap have, on the contrary, been endangered, through the general character and reputation l of the men enlisted and the promotion of dis^ cord, by reason of a difference in political opinion between the members of said company HBand a majority of the citizens residing in the HHftcinity. It is in evidence that many of the ^^Vmpany, including the officers thereof, are Ht men of good character; that, their conduct Uftd language are such-that do lady of good will voluntarily passr by their camp; ' and that some of them have boasted that the company will be kept on duty until after the State electida in October next, and have threatened, in case of any effort on.the part of ci^jpns to have the company disbanded, to burn the houses of all concerned. We, therefore, present the military compa- | nf commanded bv John R. Fans, under the authority of the Governor of South Carolina, < as unnecessary for the preservation of, and dangerous lo, the peace of this county; as wholly Incompetent to enforce the laws, in case their aid were needed for that purpose; as a nuisande to the township in which it is sta- j tioned ; as an unlawful and unjust burden up- i on the county, on account of the expense 1 thereby thrown upon our . citizens, which t amounts to a lane sum ;'as a violation of the 1 - ^ TTniinJ Q+otoo v)>inh 1 CtWSUlUI^U Vli;4U?c vini^u kfwvvD) nu.v.. guarantees to every State a republican form of government?a form of government which cannot exist where the constituted civil authorities may be set aside, at the pleasure of a Governor who is amenable to no tribunal ' w but his own sovereign will, and the lives, liber- ] ties and property of citizens are placed in the ( hands of a military organization, not respon- 1 sible to the law for their conduct. -' H. The human body is chiefly composed of tissues and fibres as sensitive to every change in the con-. dition of theatmosphere as the most delicate electrometer, or the quick silver in.a barometer tube. The stomach, the skin, the nerves, the lungs, and the excretory organs are especially liable to be affected by these variations,.and the best defence against tbeir disastrous tendency is to keep the digestive machinery, which feeds and nourishes the whole system, in good working order. If the stomach is week or disordered neither the blood nor the bile can be in a -healthy statet and upon the fitness of these two importantfluicWfor the offices assigned to them by nature, and the regularity of their flow, health in a great measure depends. : / ' When the air is heavily laden with chilling va? ? at tK?o nofmirtri nf Mia vp?r. the JJUiO, tw IV VIVVU io nv w. - J v digestion should be an object of peculiar care. ' If It Is weak and languid, the whole physical structure will be enervated. If it is vigorous, the entire organisation will be strong to resist the untoward and depressing influence of a damp and vitiated atmosphere. A pure and powerful tonic is therefore especially needed as a safeguard against the diseases most common in the spring, and Hostetter's Stomach BitteVs being the most wholesome and potent medicine of the class at present known, a course of it is particularly advisable at this period of the year. The stomach will thorebv be toned and strengthened, the liver aud bowels regulated, the nervous system braced up, and nature put in a state of active defence against the miasma, which superinduces intermittent and remittent.fevers, rheumatisms, nervous debility, headaclie, ^hypochondria and other complaints which are apt to assail the untonedai^ unfortified organizations.
