The Urandon Rep iblican and For. est Hill Register, have related the particulars of a high handed proceed. ing on the purt of acting Governor Po i. era, convicting hiu not only. of double-dealing) but of gross usurpa. tion of power. It is stated that lie gave to one Luther Smith authority to arrest a cititein of Soutt county on1 u charge of shouting another person. Ienutime, the Grand Jury of the county met, and on Investigation of the oane it failed to find a true bill against Bailey. Subsequent to this dooi-ion of the grand Jury, and when Bailey haod been virtually acquitted of the crnme alleged against him, lie was met on the highway by Smith and killed--Smith claiming to act un der the mandate whiIch had been is bued to him by the acting Governor. 'Tho Grand Jury at the September term, found a true bill, as they were bound to do, against Smith for the killiig of Bailey. Tho acting Gover nor was thus a partner to the criic. The murder of an innocent man was committed under the hadow of his usurped authority. But bad as it was, his conduct in this particular was not the worst part of it. On the eighteenth of Juno last even before the Grand Jury has in. vest igated the case of Smith, Powers pardoned him, thus usurping the pre rogativo of the Judiciary before it bad acted upon the caso of the mur doror-prostituting the pardoning power-and violating the constitution which forbids either of tho three de. partnicuts to exercise the functions which belongs to the others. His duplicity con.-isted in the fact that in a correspondence with the counsel for the proscoution of Smith, lie studi. ously concealed the fact he had par doned him, and, as stated by the Re. publican (doubtless on authority that Powers will not deny), encouraged the belief that lie had not pardoned him, anld would not without giving both sides a hearing-the accused all the while carrying the Executive deliverance from the clutches of the law in his pocket. We submit that nothing but the annals of carpet bag misrule can fur nish a parallel to this outrageous pro. oceding, which connects the Excen tive with the murder of a citizon the abuse of the pardoning power the usurpat ion of powers belonging to a differeit departmont-and crown ing the whole with treacherous doal ing with the counsel who was employ ed to prosecute after the fluding of the G rand Jury. When the supremo law of the land is thus wantonly trampled -under foot -and pubbiejustice outraged, by per sons whlo arc administerinug the Stato government, who can wvonder at the disgust and abhorrence in which these authorities arc held by all intelligent ar.4 right-thinking penrsonms alnd who can withhold admiration for the for. bearando and patience with which these abuses arc bo:nhe.- Jackson Cl,. The Forthcoming Messaig-Genieral Am ntesiy. A Washington dispatch to the ]Maltimnoro Sun, says :IThe President, in his annual message, wvill recommend the passage, of a bill by Congress re. moving all the disab.ilit ics imiposedl by the third sectron of the fourteenth amecndhmeat to the Constitution. lie will take the ground tha.t as the amendment does not ex.olude the bal lot. but only imposes disabilities to hold oilice upon certain persons, there ino goodl reason for disfranchisement of that kind mierely bt o u-e they were, before theo robollionu, of standing and chairaoer enough to be elected to ofliees reqluiring thema to take an oath to support the Constitution. in lisa last message he snggested thaO if there were any persoris distinguished above all others for the part they took ini the rebellion they might be excluded, but now he proposes to include every body. Secretary of the Treasury. The New York letter of' the Phila delphia Ledger says : 'Secretary Boutwell, while in that- city the other day, made no seoret of the fact to per. sonal friend. of his determination to retimo from the Cabinet after the 4th or March."' The New York Jour. mal of Commerce states that there is good authority for the belief that the President will p remote Assistant Secretary Richardson to the treasury portfolio in ease of Mr. Boutwell's election to the Senate, as expected. If this is dono the President will give another exhibitioni of lisa intention to create a reform in the distributibn-df~ offices, which will partially rid him of the politicians. We have olkerved of late niuich, too, in Southern news papers about "indepetnde1t jourinal ism." We admire independetnc in everything, properly conceived, and legitimately carried out, but when perverted, it is simply c.ntemptible. So far as independence in journalism is concorned. it is a diffi-ult character to sustain. Of course every ottspo ken paper is independent to a certain Ctent, buit it cannot be ablsolutly s, No respectable journal in this country can hold a position outside of the two great political partien into whielh the voting vrasic.i are diided.
