Later?We havo just learned thai after about 10 minutes deliberation by tbo Judiciary Committee of the Senate, te whom tho above protest was refer rod, a decision was rendered against the 'contestant, so that Judge Andrews takes his seat. The people of this County have reason to thank tho Committee for their prompt aud decisive action in tho mat Jm - IM. The Legislature convoked in Special Session l".st Tuesday, the 21st instant. The Governor's Message is long, able and practical. It is made up entirely of figures, facts and sound reasoning, and is, by long odds, the most weighty State paper that has been issued since tho war, in reference to our financial condition. The Union-Herald says of it: "There is ons thing about it which i very -explicit. It is as opposed to any thing like repudiation, as it is careful to recommend a plan that will somewhat rflteve us from our mountain of dobt. ThiB plan is laid before the General Assembly with minuteness of detail and a high regard for the u'timato authority of the distinguished body to which it is addressed. The Democratic party is struck fairly in its front in tho criticism upon its management of tho States of Arkan sas sod Virginia, and there is no answer, wo can see, to this part of tbe message. Th* history of taxation tries the field of politics! economy, and is a learned exposition of tho various methods of taxation adopted at all stages of civilizn ' tion, and proves that taxation is com paratively light in this State, not with standing the charges of the opposition. The principal featuro of this valuable record is its recommendation of a sys tem of ?caling tho public debt with tho establishment of a sinking fund, winch wilj result inevitably, according to the tabular statement given, in tho complete recovery of tho State out of tho Slough of Despond in which it labors, in the spsee of twenty years, and tho triumph ant testoration of our credit."
