a decision was rendered against the
'contestant, so that Judge Andrews

The Legislature convoked in Special
Session l".st Tuesday, the 21st instant.
The Governor's Message is long, able
and practical. It is made up entirely
of figures, facts and sound reasoning,
and is, by long odds, the most weighty
State paper that has been issued since
tho war, in reference to our financial
condition.
The Union-Herald says of it:
"There is ons thing about it which i
very -explicit. It is as opposed to any
thing like repudiation, as it is careful to
recommend a plan that will somewhat
rflteve us from our mountain of dobt.
ThiB plan is laid before the General
Assembly with minuteness of detail and
a high regard for the u'timato authority
of the distinguished body to which it is
addressed. The sebemo is the same
foreshadowed for somo time, and should
/ be oarefully digested just as it appears
id tho message. After the main work
is disposed of, the mosaago enters upon
a splendid dofense of tho Republican
administration of tho State, and draws a
comparison between tho condition of
thiB and other Slates, and by illustration
and analogy lifts up tho hopes of the
people with a graocful arid masterly
hinA. The Democratic party is struck
fairly in its front in tho criticism upon
its management of tho States of Arkan
sas sod Virginia, and there is no answer,
wo can see, to this part of tbe message.
Th* history of taxation tries the field of
politics! economy, and is a learned
exposition of tho various methods of
taxation adopted at all stages of civilizn
' tion, and proves that taxation is com
paratively light in this State, not with
standing the charges of the opposition.
The principal featuro of this valuable
record is its recommendation of a sys
tem of ?caling tho public debt with tho
establishment of a sinking fund, winch
wilj result inevitably, according to the
tabular statement given, in tho complete
recovery of tho State out of tho Slough
of Despond in which it labors, in the
spsee of twenty years, and tho triumph
ant testoration of our credit."

subjects one, for a loug time, to a mul

ing with the various mombors of your
family, who urge their objections at all
times and upon all occasions.
"Alfred you havo bocn smoking
again," says your mother, with an air
of resignation and melancholy which
would rend the heart of au assassin.

adds your sister; "it is so wicked to
smoke."
"The young gentleman has been cut

father?"he finds it more sgreeublo to
smoke his cigar than to study the

with tobacco, bis shirt bosom covered
with yellow spots, is consta ltly dechir

guilty of so dirty a practice.
All this obliges you to at least preva
ricate continually, to swear that you
have hot *smoked, that you do not
smoke, that you will novor smoke,

walking, or coming from the theatre, or
in the country, your father cries: " 1 be

you respond, timidly; "they are some
that a friend gave tue; they are excel

A struggle ensues between the father
and the smoker; if the father accepts,
there is au ond to all remonstrances, if
tho smoker refuses, he suffers the most
cruel of privations. Tho smoker at
length carries tho point, and father
and son light their cigars fraternally.
The treaty of peace is signed

This may be termed "smoking the
cigar of emancipation."

converse with ladies, perfectly satisfied

U thers swallow a handful of pepper
mint drops. Others again, with a sub
lime confidence, chow a few cloves,
ilespect their innocent delusions,
lint if you really wish to remove all
taint of nicolino from your mouth, take
u toothbrush, a gloss of water, and scrub
your jaws and gutna for five minutes.
But, y in will say, ouo can't always
havo a toothbrush and fresh watur iu
