Especially has this Inquisition become the last weapon iu the hands of a defeated and maddened political party, which concentrates here all the poison of its malice to strike iu sidious blows at its opponents. This prostitution of a par/ *?f the criminal system has rcudered tho Grand Jury as it uow is, a blot nud a'defect in the administration of justice. I n ' Charleston this very week the -Grand Jury iu attendance upon the United States Court undertook to rebuke and browbeat the cutivc practise of thu Court and even flatly told the Judgo that if he showed more energy and ut teution to his duties that things would'! I be much hotter. So flagrant was this proposed presentment that Judge Bryan refused to receive it a? being irrelevant and ont of the scope of Grand . Juries. The offended Inquisitors after a wards declined to bring in any report. It is time that this question should be investigated. It is becoming a serious matter. Either we must accept the proposition ? of our New York friends : end. abolish the thing altogether ; or ? booh restrictions and definitions must?bt placed around this holy in tho perform anco of its functions that will eud its career as an engino of oppression aud .. malice and reduce it back to its pro - Vinte as an harmonious and subordinate part of the criminal system. The remarkable uon presentment of the Charleston Grand Jurors has caused a deal of excitement aud some amuse ment, from the fuct that these "good men" and true so fur over did the thiug aud curried their littio gnaw of spite to a ridiculous extent.
