CJ 5? \ Report or the Urand Jury at the Special Term of February, 1871? To the Hon. Hobt. F. Graham, Judge of\t\ Circuit: JAIL. Tho Grand Jury fWjJctfftilty report to jour Honor, that io the fulfillment of their duties, they runted the Publio Buildings, and found the Jail, as regards cleanliness, security, Im., in good condi tion. There wore sofiie etfinplaints by prisoners of the insufficiency nod quali ty of the food, and we do not think there is sufficient bedding for the use of tho prisoners. POOR HOUSE;. r Wo found that the ir^atea of the Poor House are fed plentifully with grist or meal and bacon, but bare not enough bedding to keep them warm at night, during cold weather; also there is an insufficiency of firo wood, as the inmates are not able to bring the wood after it is cut. There are only Biz occupants at present, tolerably well clad, but having no shoes. The House is as well kept as circumstances will admit. aoADS. Numerous complaints have been made in regard to the bad condition of tho Roads in aoiuo parts of tho County, par ticularly a very important Highway in tho Fork of Edisto, commonly called the Columbia and Blackville Road. The Cuuseway over the South Edisto belog reported aliuoJL impassable and in a dangerous condition. school TKAcnr.ns. f Our attention was called tc the palpa-. ble iucompcteocy of the majority of the School Teachers of the County?n great many of them holding certificates of first, second and third clnss touchers, who never passed an examination as required by law for such positions. Our atten tion w.u. also called to the fact that drafts on th County Treasury have been fouui.. in the possession of some of the Teach ers with the signatures of the School Trustees attached, but the amount paya ble to the said Tcuchars left blank, to bo liilud by tho Teachers themselves. This gives such latitudo to the Teachers that great frauds may be committed. It is a plain Tiolattoii of law and wo call your Honor's uttenricti to iixe same. a trial justice. "We huve been informed that certain persons charged With trimc, and for whom warttiuts were issued had uot boon arrested. The Sheriff informs us that ho never received the warrant from the Trial Justice. We deem this a gross negligence in the latter officer, and we also believe that the County is charged by some of the Trial Justices with Fees and Costs to which they aro not duly entitled by law, and we recorofueud that the attcution of (bo Couuty Commis sioners bo called to the fact, iu order that they may examine carefully into the Trial J u?tice*?' accounts. license. Wo have been iufornwd Shat in dif ferent parts of the (Tounty sofnc Parties have been Retailiug Liquor without a License %n4 they should be indicted for so doing. In regard to the County Treasurer's office we would report that it hus been brought to our notice that on the 20th of August 1871, the Treasurer pare Public Notice that all perSote folding Oders on frhn sn'ould' present them for payment. A :^rg?- number were presented to him un that day and he made a rec ord of thetn, but' >tatcd tbut tho orders were so numerous, that he did not have tuoitoy enough to pay them all, aud those parties have not been paid, though some of the.u have frequently applied to him. Upon inspection of his Rooks, the Grand Jury finds that from the 20th of August 1870, to the 1st July 1871, htf ha* eoKvSts* tot County Taxes about 9800, and W>Mr> these fund", and what he bad on hart?! a* that date he bus paid out over 11,000, trpon Couuty Or ders, some of very recent date, to a few parties inoefry connnucied with iho Pub lio Offices at the Court House. To avoid this partiality aud injustice to those who have held County Orders un paid for more than a yea*,, many of which arc Jury Tickets, wc would respectfully rccommond that the Couuty Treasurer T. K. Saaportas We instructed, out of the first funds in his hauds from County Taxes to pay tho orders which have been already presented to him, aud which he had noted down on tho' 20th August last, and that hereafter bo keep a record of the ovdtrs on bint, and pay tViem in the wrd*r that they are presen ted, whenever be ie in funds. taxes. We would bog leave to call the atten tion of the Legislature to the inconven ience to which Tax Payers are put, in being compelled to travel long distances in the* County to pay Taxes, and recom mend that a law be passed compelling the Treasurer to visit the various Town ships, or at other convenient points fof collecting Taxes. COUNTY COMMISSIONXHe. In regard to the Connty Commission er's Office, the Grand Jury report thut they examined the Hooks of tbo New Board who have ouly been in Office a few Mouths, and found that they had proper vouchers JuT the Cider* they had j given on the Cotlnty Treasurer, a largo number of which were to Assessors. The Jury is informed that there are 24 As sessors appointed to assess the property of this County, each one of whom for a little over a months work, draws from $150 to $200, being an expense to the County yearly of about 84,500, for sim ply doing what under the old Tax Law, was done by the County Treasurer, as a part of his regular business, aud which could iu the opinion of the Grand Jury, bo s: ? j 1 done by the County Treasurer, without such an enormous cost to the County, as during a largo portion of the year he has uothiug else to do. Iu addi tion to the etroYtnous expense entailed up on the County by the appointment of these 24 Assessors, many ot whom are ignorant and entirely incompetent for the duties of the office, tho Grand Jury b?ve seen that the Assessments' or tho valuations of property made by these 24 Assessors, are based upon no rule but the wild im. agination of the different Assessors, and when all the Assessments are brought into the Couuty Auditor's Office, the County Board of Equalization by way of remedying all incongruities raise the Tax on every ono's property which has itlresdy been put at 5 times its value 300 per cea^oiLn'I .?.jPf ? . o?-J*ssm Constitution of the Stato which says," in Art. IL 33, -'AlLTaxes upon proper ty real or personal, shall bo bid upou the actual value of the property Tax<*d, as the same .-lull bo ascertained by an Assessment tirade for tho purpose of lay ing such Tax.") From every port km of the' County, is beard the universal groart of the people uuder tho burden of this heavy taxation; aud this fictitious value put upon prop erty by the County Auditor aud bis as sistants. Tho Grand Jury cannot in this report, go into details, but many in stances have been brought to their no tice, where parties have bought land, both at private aud at public sales, say for 81,000, and the County AuditoV tho next day values it for Taxatiorf at 3*, 4, and five thousand dollars. Thuir object is plain, the last Board of Couuty Commissioners conduc ted the public busiuesi in such reckless style, that a propvi valuatiou o( proper ty, would not raise Tuxes enough to' meet tho enormous draft on the County Treasurer eausod by their cxtravaganco, hence the Taxes arc raisod by the Conn i ty Board of Equalisation, to meet tins I lurgc demand. The Grand Jury would recommend that this expcimiye and in efficient system of Assessment of proper ty, be brought to the attention of the Legislature with the request that tho number of Assessors he reduced, or that the dutytbc imposed on tho Couuty Audia tur or Treasurer, and thereby save the enormous expenditure of the l'ublic Money. Tbo Gland Jury have not had suffi ! cictit lime to make u thorough* ex:linittu ; tiou uf the Books" ot ihuCouiuy Officers, especially tta lu-^t Board ot County Com missioners. But from what we have heard and seen, wo are induced to ask your Honor to appoint a C nnmittee of, suy five of this Urund Jury, who shall make n thorough examination of tho Books and into the workiugs of the stmi Couuty Othccts, ana muke their report to your Honor at tho May Term of this Houorablo Court.
