jour Honor, that io the fulfillment of
their duties, they runted the Publio
Buildings, and found the Jail, as regards
cleanliness, security, Im., in good condi
tion. There wore sofiie etfinplaints by
prisoners of the insufficiency nod quali
ty of the food, and we do not think there
is sufficient bedding for the use of tho
prisoners.
POOR HOUSE;.
r Wo found that the ir^atea of the
Poor House are fed plentifully with grist
or meal and bacon, but bare not enough
bedding to keep them warm at night,
during cold weather; also there is an
insufficiency of firo wood, as the inmates
are not able to bring the wood after it is
cut. There are only Biz occupants at
present, tolerably well clad, but having
no shoes. The House is as well kept as
circumstances will admit.

Numerous complaints have been made
in regard to the bad condition of tho
Roads in aoiuo parts of tho County, par
ticularly a very important Highway in
tho Fork of Edisto, commonly called the
Columbia and Blackville Road. The
Cuuseway over the South Edisto belog

dangerous condition.

been already presented to him, aud
which he had noted down on tho' 20th

tion of the Legislature to the inconven
ience to which Tax Payers are put, in
being compelled to travel long distances
in the* County to pay Taxes, and recom
mend that a law be passed compelling
the Treasurer to visit the various Town
ships, or at other convenient points fof
collecting Taxes.
COUNTY COMMISSIONXHe.
In regard to the Connty Commission
er's Office, the Grand Jury report thut
they examined the Hooks of tbo New
Board who have ouly been in Office a
few Mouths, and found that they had
proper vouchers JuT the Cider* they had
j given on the Cotlnty Treasurer, a largo
number of which were to Assessors. The
Jury is informed that there are 24 As
sessors appointed to assess the property
of this County, each one of whom for a
little over a months work, draws from
$150 to $200, being an expense to the
County yearly of about 84,500, for sim
ply doing what under the old Tax Law,
was done by the County Treasurer, as a
part of his regular business, aud which
could iu the opinion of the Grand Jury,

without such an enormous cost to the
County, as during a largo portion of the
year he has uothiug else to do. Iu addi
tion to the etroYtnous expense entailed up
on the County by the appointment of these
24 Assessors, many ot whom are ignorant
and entirely incompetent for the duties
of the office, tho Grand Jury b?ve seen
that the Assessments' or tho valuations of
property made by these 24 Assessors,
are based upon no rule but the wild im.
agination of the different Assessors, and
when all the Assessments are brought
into the Couuty Auditor's Office, the
County Board of Equalization by way
of remedying all incongruities raise the
Tax on every ono's property which has
itlresdy been put at 5 times its value

uuder tho burden of this heavy taxation;
aud this fictitious value put upon prop
erty by the County Auditor aud bis as
sistants. Tho Grand Jury cannot in
this report, go into details, but many in
