It is a striking proof and illustration of the liberality and public spirit of the business men of old Charleston, that they have responded so generously to the call of the Committee of Arrangements of the Agricultural Society for the Fair, next month. One thousand dollars in eash has been subscribed by the mer chants of Charleston for this purpose. Conaidcring the hard presiure of tho times, this is magnificent liberality. We call upon the people of the State to feel a just pride in coming up to this standard held up to them. Two dollars makes one annual mem ber, ton dollars a life metnhor. Let these amounts bo subscribed generally by our farmers, and with a little addi tional help, and as our old friend, the Courier, expresses it, "tho Fair will be come a jubilee gathering of the people from the mountain to the seaboard." We would remind our farmers of the approach of this their Agricultural festi val. Let all go who can, let us make it a gathering of the clans, a gala meeting of the bone and sinew, of the material, the bona fide interests of the State. The New York World contains au j able address to the Liverpool Cotton Supply Company, in which the ground is taken that it is quite practicable to in crease the supply of cotton at the South b~ European labor, controlled by English capital. It refutes the idea that white labor cannot be employed with success upon our cotton lands as follows : "If we con '? 'template the monuments of human gen ius that now stand or lie, with the dust Of ages upon them in Southern Europe, | in Africa, India, and Central America ; if we remember, for a moment that these are as bright and standing records of human toil as of genius?herculean la bors performed in tropical countries by other hands than those of the African or Chinaman. It would certainly be the height of absurdity to suppose that the negro had been present in all -ages and in all warm countries to hew wood and draw water requisite to the demands of rearing those stupendous works that have mocked the waste of thirtccu centuries. We would be explicit upon this subject' in order to disabuse the public mind of an error that has long been turning the tide of emigration from Europe towards our North and Northwest, thus diverting it from some of the fairest portions of the earth, and doing violence to the in terests of all concerned. There are spots OB Southern soil that could be made in a few years, almost another Eden, if a good class of emigrants could be iuduced to undertake the work, and these spot, arc even now as conducive to health and longevity as the best portions of Eu rope/' These views are sound and calculated to induce immigration to our Southern land, and when wo take into considera tion that the attainment of this end, would to a great oxtent, secure our State to those who possess her lands, and whoso every and most vital interest is entirely her own, we can but hope that they will receive the consideration, which they deservt r both from their sound reason and truth, and from the benefit which their adoption would be to us who groan beneath our bondage. The farmers and plante? of the State will notice with satisfaction that the proprietors of The Charleston News have made an arrangement with the proprietors of the Rural Carolinian which enables them to offer to subscribers uuusual advantages. The Charleston Newt is already well known as a wide-awake and pushing paper; the Rural Carolinian bids fsir to be the best agricultural maga sine ever published in the South. The State of South Carolina, COUNTY OF ORANGEBURO. OCTOBER TERM 1809. To the Honorable Richard B. Carpenter, Presiding Judge: The Grand Jury for the said County beg leave rcapeetfully, to submit to your Honor, the following Presentment: They have visited the Public Build ings in the discharge of their duty, and report first, as to Die jail, (which is in process of completion, that the same ia a substantial building, secure and safe for tho confinement of prisoners, and the County Commissioners deserve credit, not only for the style of the work, but for the expedition with which it has been accomplished. When completed, (which will bo in a short time,) the County can boast of a building su'lable for the pur poses for which it was erected, and will be rid of what, for two years, has been a laughing stock to all prisoners. As tho Jail now is, it is perfectly secure and safe. The prisoners confined express satisfaction with their diet and troatmont, and their rooms reflect credit upon the Sheriff and Jailors in point of uoatness and good keeping. Tho Grand Jury have visited the Pub lic Offices, and report the Offices of Judge of Probate, Sheriff and Clerk, kept with method aud system. It ap pears, however, that in neither of those .Offices is there an iron safe for the keep I ing of money or bends, or other valua ble papers which, in viow of the impor tant object of these Offices, would seem to be so necessary. And they would therefore recommend the immediate pur chase of a safe for these Offices. The Offices of County Commissioners, County Treasurer and Auditor appear to be Well kept, but these, too, lack some secure place for their papers and ironej, aud for these Offices the Jury would also recommend the purchase of a safe. All Roads and Bridges that have come under the observation of the Jury arc in good repair. The Court House now used is ridicu lously small for the business of the County, aud is, in every respoct, unsuita ble for its purposes. The Grand Jury at the last term recommended the building of a new Court House at once. This the present Jury would heartily endorse, and suggest that the same be commenced at an early day. They have been advia d that the County Commissioners can raise the ftine's for building by borrowing money at 7 per cent, from time to time, and it is rccomuicudcd that they be au thorized so to do, limiting the amount to 820,000, which is believed to bo nniply sufficient. The building of the Court House will probably take two years, in the meantime it is suggested that the Count}* Commissioners cither rent a more suitable building, or add such conven iences and comforts to tho present house aa the ucccssitics of the case may- de mand. / The attention of the Grand Jury has been very earnestly called to a fast grow ing nuisance io this County. The Mag istrate's Court.*, undefined aud uncertain in their jurisdiction, in some way or other, have flooded the Court of Sessions with business. Numberless cases hava been brought before the Jury, which they are satisfied could have been adju dicated elsewbf re, but more especially cases which have come up by way of ap peal from these Courts. It does occur to tho Graud Jury that the County ia put to n vast deal of unnecessary ex pense. Whether the difficulty bo '.u the uncertainty of the law or the unwise rip- j pointmcnt of totally incompetent Mag istrates they arc unable to say, but as it now stands the Graud Jury would re commcud cither u radical change iu the prcscut system, or the entire abolition of such Courts for tho County and State. Sonic definite and well understood powers to these officers, and the appointment of trust worthy and sensible men to excroise them, perhaps may remedy the evil. Numerous complaints have bean made I as to a matter which involves not only the interests of planters, but of the Court itself. The Jurors are informed that there are a large number of stores and shops throughout the County at which the colored people are in the habit of selling cotton in the teed at night. This commodity is difficult of identifier, ion. Frcedmen raise cotton aud have a right to sell the, same. The shop keeper has the same right to buy ; but there is a general complaint among planters that their cotton is stolen from time to time, aud it is difficult to identify the proper ty, thus depriving them of any protec tion the law might afford. It occurs to the Grand J ury to suggest to tho Freodmen that all this tends to throw suspicion upon them, and that the honest as wall as dishonest are liable to the samo suspicion. Those of the colored people who are honest, and feel an interest in their racek should unite in a petition to the Uegisla tut? to enact some law, if practicable, to put an end to this niT/Af traffic, 'ihoso who have cotton for r>alc, can as well ac complish their trade in tho daylight, and so avoid ihis shadow of suspicion. It is probable that a word from your Honor on this subject may impress the importance of this matter most forcibly upon tho Freed men who are now in attendance in Court. The Grand Jury have vtsitodthc Poor Houses which are in good keeping for the means applicable to this object. They would recommend that the paupers be required to contribute labor to their support, so far as they may be able, in the cultivation of the land around tho premises; and the Jury aro infoimed that out of tho appropriation of $2,000 for the support of the poor, 91,000 is due the Asylum at Columbia The Grand Jury would cull attention to the inconvenience to Jurors by the non-payment of Jury Ticketa. Tim Treasurer only receive thorn in limited amounts in payment of Taxes. Some provision should bo made for their paymcot. All of which is most respectfully sub mitted. OLIVER FAKNUM, Foreman.
