Ho was a young man, whoso only claim to distinctson. previous to the presidential election, was that he was Gen. Grant's Chief of staff during the war. But having been appointed Secretary of Wer last spring, he lute since that time performed tho duties of the office creditably. He was a man of liberal views, firm in upholding his ideas of tho right, and always refusing to make his office sub.se rv ion t to parti zun schemes. By his death Gen.
