Welti in politics belongs to the Center, With a pronounced tendency to favor the Right or tho Conservative party, although ho may be better styled an Opportunist, being flexible to tho exigencies of circumstances in order to carry his point*. Iir He is very reserved in matters ' " tlgiouM' character, prudent in sctions, and an active, energetic and tcalous statesman. Ho is the inspirator of tho moderate party nnd enjoys the sympathy of tho majority ol the Federal Chambers. lie is very dignified, of rcflned manners, nnd as much an observer of strict etiquette as if ho bad been born ind raised among princes.
