An Open Letter from the confederate Chiertain. A Clig.ago Inter-Ocean special from Dan vile, Ill., says the following letter was re ceived: BEAUVOIR, Miss., June 23. Col. Pooion Iloard, Danville; lit.: DnAlt Sin: In answer to your letter of request by the Danville Farmers' and( Me clianics' Institute that 1 should deliver an address at its fair, I reply as I did last year. Some years ago I delivered an address at the Winnebago County Fair. I was re ceived with great rourtesy. There I was with friends-for my memory went back to the months of June, July and August, 1832, when as lieutenant Upon the stalt of Colonel Zachary Taylor, I was stationed at Prairie I)u Chien, or Fort Crawford, as it was then known, t ud during the memora ble and historic Black hawk War, it was my good fortune to help in protecting the piouv(er settlers of that country, whose le sCetn lants I spoke to at I{ ckford. I cannot come to Illinois this year. Thanking the association through you, I have only to say, as I said last Septenber in an oplen letter to Colonel J. T. Seliare, of Baltimore, that I deny the charges made against me by Gen. Wm. T. Sherman, in which he says I was foremost in encourag ing the late war. I say to you, my dear Colonel, that I did alt in Iy power tc pre vent the late war, and that I never looked for nor aspired to the post of Chief or Ex ecutive of the Confederate States. I tiy say that the order of Uhe War )e partnent to return the captured flags to the late Confederate States was a violation of all known military precedents. You will find in any history of the late war that there were but 26 regiments of regular troops in the army of the North, tuad of the total of 560 Confederate flags captured, it is questionable if the 26 regiments cap turel 50. The flags were captured by the volunteer army of the North, and belong to the several States, and have no right to be in the National Capitol. Respectfully yours, Ji.E-IsON I)Avi5. The central platform is, of course, the standpoint from which visitors will view the panorama,-andt therefore the artists are obliged to go to it frequently, as the painting nears completion, mo order to observe the effect and progress of their work. '1'his, too, is the place of conference, and despite the signs of -'No Admit tauce," within and without, visitors are frequent, and usually welcome, 'IThec visitors are often veteran soldiers who took part in the action represented, and who often make helpful suirgcstions. The army stories that are told on. the central platform, would, if collected, make a prodigious volume. The floor of the platform is chalked and rechal ed, some referring to the panoama it self, but more to illustrate occurrences upon other fields. The strong pine rail surrounding the platformn is pencilled all over with kindred decorations, while scraps of paper, upon which are nemo randa of incidents, and a variety of dat:a, as well as names and addresses, are pinned to the convenient timber with thumb-tacks. The artist paints steadily, every indi vidual being mainly occupiid in lerfeet ing his own work, though never hesitat ing to ask or extend aid in soime special direction. One artist, for instance. has an excellent figure of a mounted ollicer. all complete excepting the portrait, a photograph for which is pinned to the canvas. While this artist goes to strengthen a line of batt., another one will rapidly paint an adn,'-able portrait for the incomplete figure. Soon, another brush is busy with the horse, while another artist calls for some spee ial saddle and bridle to be brought to the platform that he may paint the trap pmges. Now, look at the back of the photo graph which is pinned to the eanvas a faded cartc de tisute of a young oflher. upon a slip of paper we read the follow ing: ''Col. K., now on General Sheri dant's staif, Ii 47" (meaning sect ot II, square 47 of the panorama): "'rcnch rap, blouse, captain's straps-ate ' - dark-blue t rousers, gold cord, cav airy boots, staff sword, McClellan saddle; shabrack-black horse; see sketch." This instance will give an idea of the way in which facets are preserved when a panorama is p)ainited by artists who conscientiously strive to make of the work a great historical painting.--Theo diore 1i.
