West. ~.Calhou, .. u *'~7~ ;* A. L 4J4 I. The arf eleetien fde Pickens County shall be -ld on Fra day, the 80th day of August, 1878, at the usual place of meeting of each club. RULz 2. The Secretary of each club shall make out and furnish a full list of all members of his club to the managers of election, who shall be three in number, appointed by each local club. The managers of election shall have power to add, in their dies cretion, any further names to the poll list of, persons who desire to join ou the day of election. Rusz 8. The polls shall be open from 8 O'clock, A. M., to 4 o'clock, P. ur. When the polls are closed tho .managers shall at once proceed to count the. votes, in public, and make a full retur n to tfto County Executive Committee by 12 o'clock on the day after said election. This return shall state speoifically the total number of votes cast, together with the number of votes for each candidate, and all the votes-togetber with the poll lists shall be given to the County Execu% tive Committee at the same time. RULE, 4. The County Executive. Committee shall meet at '11 o'clock, A. M., on the day following the ,pri-. mary election, at Pickens 0.- 1. They shall receive the ballots and returne from the several clubs, aggrogate such returns, and declare the rosult of the election. If there be any contest from any club the said Executiv'e Committee shall have power to hear, and shall at once decide, such contest, and such decision shall be binding and final. RULE 5. No candidate shall be voted for in the said primary election, and if voted for such votes shall not. be counted, unless such candidate shall, at the time of the election, be a mem ber of some Democratic club in Pick ens County, and pledge himself to abide the result of the primary elec 'tion and support the nominees of the party. RULE 6. There shall be voted for at the ensuing primary election the following officers: One Senator, two Representatives, one Judge of Pro-. bate, three County Commissioners, one School Commissioner,one Coroner, one County Auditor, one County Tr'eas urer, and one 'I rial Justice for each township. The voters in each towns ship only shall be entitled to vote for'the Trial Justice for such township. The persons receiving the highest number of-votes for the respective o'fhico for which they are candidates shall be declared the nominees of the party for such offices. RU'LE 7. In case there shall bc a tic between any candidates in the pri mary election, then another election shall be held at such time as the Couni ty Executive Committee may desig unte, to determine who shall be the nominee for such office, under the re gulations herein before prcscribed, Provided: Tfhat in case either of the candidates who may tie, as aforesaid, shall withdr'aw in favor of his oppo, nent, no second election shall be- beld.
