To Every Citizen of Oconee County, South Carolina: As I am in the race for Supervisor of our county, I desire that every one of yob should know what I propose to do if I am elected: 1st. I shall call upon the citizens in each one of the seventy-six school districts to meet at their own school houses, and there elect one man who Is willing and capable of being your road worker, and whom you will Co-operate with in working the pub lic roadu In your own district. When you shall have selected your man, then i will equip him with the neces sary tools and machinery and appoint him to lead in this important work. This will enable me to appoint sev enty-six good men, which will mean seventy-six working squads, who can all be working the roads at the same time. I also mean to see that all of the taxes for road purposes shall be ex pended in the district from which they are paid. Then I will take the chain gang and move from one dis trict to another, building the bridges and doing the heavier? work in each district where it is needed most for the convenience of the traveling pub lic. On last Thursday at ll o'clock he closed his weary eyes to that sleep that knows no waking. Mr. Blackwell was born at Reld vllle, N. C., 52 years ago, but had lived at,Richland the last 2 0 years. In April, 1901, ho married Miss Mamie McDonald, second daughter of Mrs. M. J. McDonald. She and five children are loft to mourn lils death. He is also survived by five brothers and one sister, all of whom live in North Carolina. All tbnt was mortal of Mr. Black well was laid to rest In the Rock Springs cemetery Friday afternoon. His pastor being absent, the funeral services were conducted by Rev. E.P. Taylor, of the Walhalla Methodist church.
