LEVEE. <;> ts House Agricultural Committee to Approve Forest Reserve Bill Washington, Jan. 28.-Represen tative Lover to-night Informed the News and Courier correspondent that after an all-day session of the llouso committee on agriculture, the com mittee had agreed hy a flattering voto to report the Appalachian and White Mountain forest reserve hill, 1)y which $1,000,000 will become available on July 1. 1900, and after that time $2,000,000 each year un til 1919, when the act will expire by limitation. lt was also agreed that the majority report should be pre sented to the House by Representa tives Lever and Weeks. They are lo take charge of thc bill, write the majority report and submit the same to the House, possibly by Monday or Tuesday. To-day's vlstory was won after the hardest kind of a light, and Mr. Lover ls justly proud of the showing that has been made up to tho pres ent time. Clemson College, .lan. 27. - A thorough soil sui vi y oj' Oconee coun ty has been mad?? by the bureau of soils of the Department of Agricul ture at Washington, two, Clemson graduales now with the bureau of soils having made the survey. They are NV. J. Latlmer and \V. E. McLon don. The survey contains a descrip tion of the area, of the climate, of the agriculture and of the several kinds ?ot soils in the county. The summary shows that Oconee county has about 652 square miles, two-thirds of which ls In the Pied mont plateau. s;.n to 1,200 feel high, and the rest In the mountainous area 1 1,500 to 3,100 feet high, with ex- j cellonl locations on the larger streams for waterpower plants; that the soils fall naturally Into two group8, the alluvial, limited in ex tent, and the upland clays, that the growing se:: on is about seven ! months, or two weeks shorter than that of the coastal plain section. Tol bert, a United States deputy mar shal, who resides at N'inety-Six, in Greenwood county, and who has fig ured conspicuously In Republican politics, wns before the mayor of Ninety-Six yesterday on two charges, the first being drunk and disorderly and the second carrying concealed weapons. He pleaded gullly to the Aral count and was sentenced to pay a lino of $50 or work 30 days on the public works. He paid the fine. On the second charge he was acquitted. OikBTOTlX/L. Lauren?, Jan. 28.-Few tragedies have so shocked the people of this community as the results of a deadly encounter In Hie early hours tnls morning between Patrolman McDuf ile Stone and W. Frank Walker and an unknown burglar, whose outflet of tools indicate that he was a safe cracker. This morning the unknown yegg man Hes dead at tho city station house and Patrolman Stone is at the point of death, with flvo pistol wounds in his body. The story of the tragedy as learned from Mr. Walker and Mr. Stone, who ls still conscious, is that In the course of their nightly rounds the two police men met the through freight from Spartanhurg, which arrived here at 2.15 o'clock, as is the custom. Upon reaching the depot Mr. Stone walked down one side of the train of curs and Mr. Walker down the other. Seeing a Stranger, with a little meal sack lu his hand, Mr. Stone accosted him ami inquired what he was doing. "I am a trainman," replied the st ranger. "Where are you going," said Mr. SI one. "I am going hack to the caboose," again replied the unknown. "Well, where ls your lantern," said Mr. Stone. "Train hands don't walk around herc in the dark." Thereupon Mr. Stone advanced in reach of the man and laid his hand upon his shoulder, about to arrest him. such being lils Instructions rel ative to loafers at the depot. So close was the range that Stone did not have an opportunity to draw his gun, so clinched lils antag onist and together they fell to the ground. They were so lying when Police man Walker crawled under from the other side of the train, the stranger struggling io loose himself. He was almost free from the weakening hold of Stone, and was reloading his pistol when Walker came upon him. "Don't shoot," cried the stranger, "1 am already shot to pieces," which of course was a bluff to gain time, for Stone had never drawn lils pistol. "1 will surrender," said he. "Give me your pistol then," said Walker. Pretending to hand the pistol to the policeman the stranger Hied at Walker, who quickly drew his gun and shot thc mau to his death, four of the five shots taking effect. Policeman Walker then hur ried lo the station house, summoned the physicians, and notified Chief j Bagwell. The men evidently did not come In on the Spartunburg freight, as some seem to think, but were hero all day yesterday. There ls no doubt but that they were safe-crackers, Judg ing from the nature of their outfit. The city authorities have already no. tilled Governor Ansel of tho situa tion and solicited advice regarding the apprehension of tho escaped yeggman. All the neighboring towns have also been put on notice to look out for him. The condition of Mr. Stone ls all but hopeless, although there ls but one serious wound, that through tho bowels. Yet from the fact that he has lived this long there ls derived some hope in that lt any of the larger Intestines had been punctured he would have already died of Internal hemorrhage. This morning Photographer Mc cord took a picture of the dead man, which may aid in identifying him. A brief description ls as follows. Height 5 feet 6 V% inches; weight 160 pounds; age H> years; wore a brown sack suit; good shoes of size 6 or 6%; top shirt of small blue stripe, now suit of underwear marked "II. J. Porter Co., Augusta, Georgia." Gas been operated on for appendici tis and wearing abdominal support er; linear scar as from a knife cut beginning at (renter of upper lip nnd continuing across chin almost to point very near middle line (old scar). Vaccination mark on left, arm high up. Teeth small, irregular, much worn, one gold crown on right upper side, and two gold-faced on cutting surface on left upper side, one tooth has narrow gold band. Hair scant, close cropped, dark brown, curly. Eyes, bluish grey. Heavy set jaws, clean shaven, scant, wiry moustache; nose straight and rather long; broad, big mouth; high forehead with hair line well back on right side Increasing area; muscular development good; long waisted; short, stout legs. Later Details. Instead of $80 being found in the pocket of the dead yeggman the amount was $110.60. In addition to this there were parts of the Augusta Chronicle nnd the Columbia State of January 2 6th. After a thorough search through these papers, faintly and dh ly written on one of the mar gins was found tho name "L. J. Par ker," or "L. J. Porter," tho middle of the name being almost ri bbed out. The Chronicle was a "dealer's copy." Patrolman Stone Dead. Laurens, Jan. 20-After lingering for a day Patrolman Stone died early this morning from the effects of the wounds received yesterday while at tempting to arrest an unknown yegg man. Washington, Jan. 29.-By far the I largest specttic allowance of repara- ! tion ever ordered by tho Inter-Slate ( Commerce Commission way made j to-day when that body approved a settlement agreement of $165,000 in satisfaction of the claims on account of unreasonable rates on lumber shipped from Southern mills, involv ing about 125 cases and ll different railroads of the South. These are said to be about one-third of claims to the same kind pending before the commission. They involve the 2-cent difference per 100 pounds between the advanc ed rates made effective in the sum mer of 1903 and those In effect for a number of years prior thereto, on shipments that moved between the time of the advance and tho summer of 1907, when, after the final de cision of the United States Supreme Court sustaining the decisions of the commission after a course of appeals, the lower rates were restored. The different roads are: Southern Raliway, Atlantic Coast Line, Nash ville, Chattanooga & St. Louis, Sea board Air Line, Central of Georgia, Georgia Southern & Florida, Macon & Birmingham, New Orleans and Texas.
