What ia an examination, ami what Ita purposo as applied to tho teach ers of our common schools ? It is, or should be, simply tho questioning of thom on tho soionees or branches taught in those schools, and obtain ing their answers for tho purpose of testing their knowlcdgo and conse quent fitness for teaching. Any question, tho correct answer to which, would give an index to tho knowledge of tho subject under ex amination, would be pertinent and proper. But wo fail to sec tho per tinenoy or sonso of many ques tions propounded to thc teachers in tho recent examination, willoh seem rather to indicato tho ignorance or crankiness of those who prepared them, than corrcet answers would test tho knowledge and capability of applicants to teach. The criticism < of the Abbeville Medium is so time- i ly and well put that wc adopt it in I toto without further comment. Our cotemporary says : Some of tho questions at thc re- 1 cent examination of teachers herc ' were very searching and evidently 1 evolved by some one who regards tho present State ollieials as already 1 historic characters. Under the ! head of "HISTORY" WC lind tho fol- ' lowing: ' "Who aro the present United States Senators from South Carob- f na? The United Stales Representa- 1 ti ves, and tho districts they repre- ' Bent? "Describe tho State Government and name its departments. The 1 oflicers now filling them. 1 "What is thc Department of Ag- J rioulturo ? Its duties ? Who is ' the present Commissioner? "What is the Clemson Bequest? j Its amount and purpose ?" These questions would more pro perly have come under the head of "POLITICS." History, in its gener ally accepted meaning, is a narra tive of past events; "a statement of tho progress of a nation or an insti tution, with philosophical inquiries respecting effects and causes." Now, we submit that a person might be a very capable teacher and yet not be able to give a very lucid explanation of what will be the philosophical ef fect o" the present administration of the State government. So also a person might bo able to teach a common school and yet not be able to tell the amount of thc Clemson bequest, when the ease now in court is finally decided. On the same line, tho following questions would have been quito as important to prove tho capability of a teacher : What was thu Tillman Move ment? What has bocoino of the Colum bia canal and how is it getting along? Explain tho law on township bonds. Give the geographical boundaries of tho 5th Congressional District and tell why the lines wen; run in that way ? It is not necessary to say more to demonstrate that thc questions re contl}' asked were not adapted to tho purpose supposed to be intended. The last question of "Second series -1880," caps the climax. "Do you propose to continue teaching?" A person may be perfectly competent to teach and yet not intend to make it a life-work. There is nothing in tho law to require anyone, subject to examination, to teach for any stated time. The question therefore is an unnecessary and idle one, and the answer cannot bo a test of ca pacity. We will reserve further re marks for some future time. "Hin?, Streaked and Striped." Lyon, the slayer of Lu cien Mabry, a young lawer of the Abbeville bar, died in jail there the J (?til instant. Car.'iago manufacturers aro pre dicting that in tho not distant future wooden whoels will bc done away with, and steol whools substituted, on account of thc increasing scarcity of lumber for wheels. The New Yorkers havo selected a sito for tho World's Fair, cmbraoing about sovon hundred acres. The next thing is to raise the necessary funds, nmoupting, in the estimation of Mayor Grant, to $15,000,000. It is thought thoro will bo but little difficulty in raising this sum. A great deal of cotton was hauled away from Spartanburg, Greer's, Greenville and Prosperity, last week by the Alliance men, who refused to sell because they could not get their prices. This action was based on their alleged belief that a combina tion existed l.i these markets to in jure thc order by keeping down thc prico of Allianco cotton. On thc Dthcr hand thc existence of any such combination is denied by the cotton buyers. Robert Perrier, a young white man who two weeks ago murdered Iiis mother-in-law, at Lexington, N. C., was taken from thc jail there, 15th instant, and lynched. Ile was placed on a horse and the ropo tied ibout his neck. Tho horse was Lhcn snatched from under him and Iiis body left hanging between hea ven and earth according to Western ttyle. Some shots were fired at the langling form and then the lynchers lisperscd. Hon. W. C. Benet, of Abbeville, thinks that Gen. Hampton's plan for moving the negro race to another jurisdiction ''.-> ''ar from being practi cable, even if the money necessary, Ihc place, and the consent of thc ne gro to go were already obtained. The Hartwell Sun announces the return of Mr. Fred. Wiebens, of that place, who has been making a byci clo tour of Europe during the past five months. He visited England, Scotland, Ireland, France, Germany, Austria, Holland, Belgium, Switzer land, Italy, Egypt, Turkey, and Palestine. Ile says he had all sorts of time, but enjoyed himself in thc main, lt took him one month and mic day to como from Jerusalem to Hartwell. His letters to tho JSIOI, luring his travels, have been greatly Appreciated by tho readers of that paper. It is proposed to turn the Col. Gish plantation in Chesterfield county into a stock farm to be owned and controlled by a company. There are 15,000 acres which can be bought and fenced for $60,000. The propo sition is to buy '2,000 cows at $10 each. In ton years each cow will yield $1,650, or in ten years the gross income will bo $8,800,000. Deduct the original cost of tho farm and the expenses of keeping the same there will he a net balance of $?1,109,000 and tho farm thrown in at tlie end of ten years. This beats making cotton with a load pencil. Governor Hill, of New York, spoke at thc Piedmont Exposition at Atlanta, Wednesday, 16th instant. He made, a splendid speech, and gave his views on some of thc leading questions of the day, which will ap pear in next week's issue. Ho is ac companied by Gen. Patrick A. Col lins and Hon. Roswell P. Flower, of Now York, and other distinguished Democrats, who also delivered brief but interesting addresses on thc oc casion. From Atlanta Gov. Hill and party went to Romo and Chat tanooga before their return home. They were accorded a royal recep tion and grand ovation everywhere thoy went. Tiic Laurens Advertiser says that another celebrated horse cast! suit has come off in that county : Thc amount involved was $150, the purchase price of a horse sold by Mr. J. E. Rynorson to Calvin Alli son, colored, and which was secured by a mortgage on Allison's land. The horse died in a few days after the purchase and Allison through his attorney, W. II. Martin resisted the foreclosure suit brought by Ry ncrson, through his attorneys, Cun ningham A Harris. It began in June, 1886, and has been before Judges Hudson, Aldrich, Kershaw, and was finally decided while Judge Aldrich again presided. It was tried before tho Supremo Court, in each case defendant's appeal being sustained. In the Circuit Court the score stands ono time for mistrial, one for plaintiff and tinnily for de fendant* The cost, counting thc value pf tilt! horse, will probably exceed $600, after three year's litiga tion, which falls on Rynorson, W. B, Mootsw, vvhophot and killed James I. Clnrk on tho streots of. Co luinhia last August, was tried before Judge Norton in tho Court of Sos sions for Richland county last wenk. Five days wero consumed in tho trial, and the jury after deliberating twenty hours failed to agree and a mistrial was ordered. Proposed Congressional Legislation. WASHINGTON, Octobor 20.-In terviews with Senator Dolph and Congressman Catchings, of Missis sippi; Browne, of Indiana; Outhwaite and O wons, of Ohio'; Hill of Illinois ; Candler, of Georgia, and Taylor, of Tennessee, develop the fact that tho coming session ol* Congress promises important legislation. A tariff bill will be passed in whioh the duty on sugar and rico will bo reduced, and the internal rovenue tax abolished. Thc Blair educational bill will bo passed, as will also ti bill providing for extensivo coast defences and a ne'-' navy. Tho livil service law will be at tacked bitterly, and if not repealed wil. bc modified materially. All agree that a bitter fight will be started if the Republicans in thc House attempt to amend the rules. Cholera? LON nox, October 20.-The chol era spectre has appeared again. Three months ago it broko out in Mesopotamia, and now has been pro- , pagated in Persia. On August 24 thc epidemic was raging in Bagdad. ' At that place from August 20 to 31 , the death rato front cholera was from , 200 to 400 persons a day. Since the pest of 1831 no epidemic has been ! so fatal. 1 In Septembor thc cholera spread to lite Euphrates and the Tigris val- . ley. The scourge has reached the Persian Gulf; the Southern portion of Persia is invaded and Schiraz is threatened. Thc city of Reshd has several times boen the point of de parture or the place of passage for thc cholera epidemics from Hindoo- 1 stan and Afghanistan to Persia. Two of these epidemics invaded Europe in 1830 and 184G. Reshd is not yet contaminated, but if the cholera does reach Reshd, it being already at Kirmansgah and Hame dam, the sole safeguard of Europe will be to depend upon the measures taken by the Russian government on tho Russian frontier. -. -? . - Spartauhurg is Sick. All day long a mot ley drunken crowd has been upon tho publie square as turbulent and noisy as they chose, with apparently no police restraint. Both the Hen ncman and Walker sides have sought thc negro vote and much liquor has been used. It has been apparently negro day, with the black brother on top. RAI.KIGH, October 16.-Thc larg est crowd ever seen at a fair in this State attended the State Fair to-day. Thc chief attraction to-day was the marriage of W. M. Bateman and Miss Josephine Nowles, of Washing ton County. The ceremony took place at the grand stand at the fair grounds at noon. Tho bride and groom were both attired in costumes of Southern cotton bagging, and were attended by four couples all costumed in the same material. -. * - - - A few nights ago thc people of Murray, Ohio, set tire to tho house of a colored citizen, and destroyed it.
