Mr. McKinley's speech, a copy of which is before us, is replete with patriotic sentiments and sound advice to the landholders of Georgia. His theories, too, are based upon facts as they exist in the old country and if they can. be made applicable to the idle and demoralized negro, would prove of incalculable benefit to the country. All our hopes depend up oi such a court, which will administe justice quickly. Five or ten planta tions can group together and elect on of the owners to keep the court roll and be judge of the manor thus consti tuted. The above presents a condensed, bu fair resume of the argument and plai proposed by Mr. McKinley for th regulation of our labor system. We heartily subscribe to the propo sition that firiers should hold on t4 the oly heritage left them by th war, the lands they occupy. To sel their to the negroes in small parcels is to fasten upon the country a popula tion of thriftless lazaroni, too ofte, thieves who can never be rooted ou again. With the smallest modicun of labor, supplemented by stealing they can manage to subsist, an preof suffieient to conviet any. of thei crimes, is alost impossible.
