From a lady in Charleston the folio winsr letter has reached the executive office: "HaviDg read in the newspapers that smallpox and scarlet fever are prevalent in tome portions of this State, I send you a receipe which is said to be a cure for both diseases, thinking you may see fit to have in nanpra nf the rauio pupiiouvu ?*-w ^ ~ infected portions of the State. I have for years had this recipe pasted in my scrap book, intending to try it myself, should I have need to do so. To the present time we have had no need for it, but I give it to you in the hope that it will prove all that it claims to do." A correspondent of the Stockton (Cal) Herald writes: "Appended is a recipe which has to my certain knowledge been used successfully in hundreds of cases. It will prevent or cure the smallpox, though the pittings are filling. When Jenner discovered cow-pox in England, the world of science hurled an avalanche of fame upon bis head; but when the most scientific school of medicine in the world?that of Paris?published this recipe as a panacea for smallpox, it passed unheeded. "It is as unfailing as fate, and cor quers in eve j instance. "It is harmless when taken by a well person. It will also cure scarlet fever. "Here is the recipe as I have used it, to cure the smallpox. To Prevent Southern Fever. Washington, Jan. 19.?Thedepartmen of agriculture has issued regulations establishing, on February 1 next, a federal quarantine against a large part of the South and parts of other States to prevent the spread of splenetic or southern fever amoDg cattle. The quarantine lines are largely the same as last year. The quarantine territory embraces tbe eastern part of North Carolina, all of South Carolina, Indian Territory, A laV,oma 'MiooinHirmi. And Tjnuisiana: Aiavaujw^ 7 that part of Virginia below the James river and running to the northeast corner of Bpdford county; all of Georgia but Union, Towns and Kabun counties; all of Arkansas except the two northern tiers of counties, which are left outside the quarantine lines during February and March, but are placed within the quarantine during the rest of the quarantine period; part of Tennessee and Oklahoma; most of Texas except the Panbadle, and the lower part of California. The quarantine is declared to be in force until November 1st, but this date is subject to change. In United States Court. In the United States court a suit was brought up involving damages j against the Southern railway for the death of William Chapman, a flagmaD, who lost, his life at Cayces* in January, 1903.
