Tnis action has resulted in failure and such representations, even privately, are not likely to be repeated by Japan. Although the suggestion of a pacific settlement was made unofficially it actnally had behind it all the weight of an cffier by thy Japanese government. It wa9 made direct to Russia. No power acted as an intermediary. The proposition was . ? ' Hopeless as is the idea of bringing the war to a conclusion it seems, however, tbat there are those in high quarters who consider that there is *b?re possibility of bringing the eopfiict to a close oa the basis of arbitration if each a proposition came :directly from Japan. Russia has , announced again and again tbat no / 4 3 proposition irom an umntereBieu power would even be answered, but ; that any proposition from Japan direct, no matter through what intermediary, would be considered. A proposal from Japan to arbitrate the controversy would appeal strongly to Emperor Nicholas.
