Otis Make3 Report of Status in Luzon, i Santa Barbara, Iloiio, Captured Without Loss. ' Washington, November 24 ?Gen. Oli3 summarizes the situation in Luzon in a dispatch to the war department today in which he says that the insurgent government can no longer claim to exist, its troops and officials are scattered and Agninaldo is in hiding. The dispatch follow?: Manila, November 24 Claim to government can be made no longer under any factions; its treasurer, secretary of interior and president of congress are in our hands; its ^resident and remaining cabinet JT officers are in hiding evidently in different central province"; its generals and troops in small bands are scattered throughout these provinces act ing as banditti or, dispersed playing the role of "amigo" with arms concealed. Indications are that Aguinaldo did not escape through lines of Lawton orWheaton but fled west* ward from Baysmbang railway station. Telegraphic communication to Dagupan established, probably to San Fabin today; by relaying nine miles of tract with material at hand . railway communication to that point re established; labor of troops; must attend maintainance. Fuller details of the sharp engagement between Carpenter's command and the insurgents at Iloilo reached the war department today in the following dispatch from Gen. Otis, dated Manila toda}: "In Panay, 21st, when Dickman drove the enemy in the vicinity of Jaro, Carpenter with two battalions of the Eighteenth infantry and * * * v ?i t_ .1 Uridgrman s Datiery naa a severe engagement Pavia, north of Iloilo. His casu alties-^? f8?fiyfi- idled and 20 wounded, now in Iloilo hospital, others are slightly wounded with the command. The enemy is driven north with reported very heavy loss; particulars not received. Carpenter passed on the insurgent's position at Santa Barbara," which he captured on the 22J instant, without loss. Nothing has been received from the column under the command of Hughes, which i3 moviDg rapidly and operating north and west of Santa Barbara. Apparently the Yisayans are friendly but are not taking an active part. The enemy consists of 2,000 Tagalos." A later dispatch from Gen. Otis gives the results of the fighting at Iloilo as follows: "Hughe?, Iloilo reports the enemy driven back into the mountains. The insurgents' capital, Cobatuan, has baen captured. The only serious action was that of Carpenter at Pavis; the total casualties are five killed or since dead of wound?; 27 wounded; captured 10 prisoners', 18 cannon, G rifles, quantities of ammunition.
