The County Pension | Boards. 1 t The State. , At th'? last session of the gen eral assembly a new pension net t was passed, as was an act provid- ^ iug for county pension commissioners. An examination of these ' acts in the comptroller's office yesterday preparatory to getting out circulars of information developed the fact that a general mixture hus occurred which it will probably take amendatory acts to cure before the pension machinery can get in shape for work this year. The pension act requires all county pension t boards to meet on the third M011- l day in January of eacti year. The ? pension commissioner act requir- t es that tne county pension hoard t at its first meeting in January I shall elect one of its members to 1 be county pension commissioner I and that he shall tie at the audi- < tor's office to make out and pro- > perly arrange the applications t every Saturday (luring the month t of January. Three other meet- ' ings of the pension hoards are provided for. Packing y Dynamite with a Drill. v tl Special to The State. e< Anderson, Oct. 10.?A prema- w ture dynamite explosion at the ft quarry at Portman killed James tl Tobin, white, superintendent of hi the quarry, and Sana Oglesby, a in negro laborer; and Joe Whitmer and John Robinson, negro labor- oi era, were slightly injured. ai Mr. Tobin had a force of hands h< at work getting out stone to be ki used in the masonry on the dam in now nearly completed: a hole had ot been drilled in a rock and this w was being filled with dynamite L preparatory to blasting. The dynamite watt in the shape of a a cartridge and it wus the custom p< to use six or eight 111 each hole, tb Mr. To bin'was directiog the op- in eration and was standing directly tli over the hole with the cartridges m in his hand. kt Oglesby was ramming them at down with a wooden crowbar but th the wooden instrument did not give satisfaction and he laid it aside and began using an iron drill to force the cartridges down. ^ it is supposed that the iron drill ^ ouutA it^uuiHi mo stone and caused n spark which igitod the dynamite and caused the explos ^ ion which was frightful. ^ Mr. Tobin was blown upward ^ -and backward and fell several feet away. The top of % his face was blown off and he wus otherwise terribly mangled. Death was in stantaneous. The negro Oglesby y( . was bruised and torn from the c?i cbett downward but lived about st two hours after the accident.
