Some time ago there appeared m this eorreanoHiloBrp tho fnl iowiug paragtaph: ".The conditions iu this county are very much as they are in most of the State. Substantial business men cannot bo induced to make the sucritico of running in the primary and going to the (Tcneral Assembly. At least up to the present time there are no candidates offering from that class. If Richland County, or Charleston, or any other county could, for instance, get on the delegations such bnen as are on Columbia's sewerage commission, their work would be of untold value, and the communities would be certain to be benefited. It is a great pity that experienced business men are not now offering for positions in the house, as wis the case before the primary systems was started. "Of course, it is all very well to give the young men a chance, and no one could object to this custom, but there ought to be a leaven of wiser heads and business experience, as this State is now so deeply interested in industrial and business matters." The cry from Spartanburg is the echo of the same conditions that exist here and in Charleston, and in Union, Chester, Greenville and thirty odd other counties in tho State. It is a lamentable condition and demands the serious attention of the voters of South Carolina. It is all very well to have a lot of young lawyers, striving for fame and experience, run for tho General Assembly. It is a laudable ambition, and it | is well that they run to keep our ! men less educated and with narj row views. But what is needed j is a little leaven of experience. j Young lawyers are hard workers ! and ambitious, farmers are generi ally pretty level-headed, but i what is needed and badly needed is a larger and stronger 1 contingent of business men?men ? . who have made success at their homes. The day of prejudice r against the bank president or the mill president or the large merchant, who is a success, has pass1 ed, and what the Spartanburg Herald ought to do in to persuade r some such men as John B. Clovef land and J. H. Montgomery and [ A. H. Twitchell and Arch B. Calvert to sacrifice their time and i serve the people. They will do good. They will set the fashon and other business men will con-. annt unrva thoii" utat* no tliov did in the Constitutional Convention, and as too few now in the Legislative bodies do. It has been my fortune to be intimately associated with the r work of the General Assembly B every year since 1892. and witht out any exaggeration it can tie ? said that one sound, solid, exper? ienced business man is worth to ? , his country three of tho average legislator. What he says is s listened to. What he says is bej lieved aid what is more it counts 1 and often leads the way out of the . wilderness of confusion. It is a good investment for any county, and, what is more, such legislators nre not looking ahead toelec tion to some State office or to get 2 on some hoard. Such men can ,j make more at home and they are !, free to act and work without fear 9 of injuring personal prospect*. a The tax and tinancial conditions of the Stuto are serious. Possibly it may not be a bad 1 thing for the Filipinos and our other colonists after ail that they are to be excluded from sharing with us the enthusiasms and joyful demonstrations of Independence Day. The Chicago Tribune, according to its custom, has compiled a list of casualties attending the celebration this year in the nation proper, and the it curd is rather discouraging. The number of killed, it is stated, was 31, which is pro bat ly as much us in any battle in the Phil ippinos. The number of wounded was 2,649 which is considerably more than the record of uuy battle in the Philippines. The damage by fire was, however, surprisingly small, the total loss on that account being placed at only a quarter of a million dollnrs, which was probably considerably less than the cost of the fireworks that caused the damage. In the way of details, it is shown that in Philndelnhia. the fountain of independence, one person was killed and 438 injured, giving that city the record for injured for the day. In Chicago, four were killed and 111 injured. In New York 73 were injured. Boston reported 200, Kansas City 134, Troy 95 St Louis 54, St Joseph 50, Cincinnati 23, Racine 37, Leuven worth 36, Albany 31, and other places reported from 30 down to 1. Fireworks, it is noted, wore responsible for 731 casualties, skyrockets for 110, cannon for 868, firearms for 546, gunpowder for 422, and runaways, incited by "explosives" of various kinds, for 29. The greatest tire loss was $100,000 in Leo III. Dixon, in the same State, lost $50,000; Kansas City, $18,000; Mansfield, Ohio, $10,? 000; New York, Providence, St Louis, Syracuse and St Joseph, $3,000 each; Toledo $2,500; Troy and Wilkosbarre, $2,000 each; Rochester and Stockton, $1,500 each; Twenty towns and cities reported losses of less than $1,000. A noticeable feature of table, it remarked, is that the South is hardly represented in it. St Louis, Kansas City, St Joseph, Louis^ ville, Baltimore and Memphis being the only places in this section having that distinction. It makes a different showing, of course, at Christmas, when it expends its money liberally for fireworks and earns its full share of trouble in retuin. ? News and Courier. In Texas picking has made slow progress, hut plants are blooming and fruiting well, which from now on is the principal thing to keep in view in arriving at the probable outcome of the growing crop.
