All amendments ottered by the minority were rejected. Provisions of the Bill. Washington, June 3.? The Philippine bill as passed by the Senate to-day approves the action of the President in creating the Philippine co?n illusion and the olllees of civil governor and vice governor of the island, and authorizes the governor and vice governor to exercise the power of government ni directed by executive order. Future appointment of the governor or vice governor shall ho made by the President with the advice and consent of the Senate. The "Hill of Rights" of u i ? iiiu * iiiicw muni's uuusuuHion is applied to tlio Philippine Islands, wi'li the exception of the right to benr arms and the right to a trial by jury. The Supreme Court and other courts of the islands shall exercise jurisdiction as heretofore provided by the commission and the justices of the Supreme Court shall be ap pointed by the President and the Senate. All the inhabitants of the Philippine Islands are deemed to be citizens of the Philippine Island and entitled to ihe protection of the United Stated. The Philippine commission is authorized to establish municipal and provincial governments, so Inr and as fast us, the communities are capable and fit for, the same, the Philipine- commission being authorized to determine the qual itications of the electors. All land in the Philippine is placed under the control of the Philippine coinmission for tho boneliit of the inhabitants of the islands, excepf such as may be needed foi the use of tho United States. The government of tho Philip pines shall make rules and regulations for the disposition of the public lands, bivt tho regulations shall not go into effect until approved by the President and Congress; provided that n single homestead entry shall not exceed orty acres, and^lso provided that no such land shall be leased, let or devised to any corporation until a law regulating the disposition of the public lands shall bo enacted. No corporation shall be authorized to engage in agriculture unless provision shall have been made therefor. The Philippine commission is authorized to acquire the fna?* lands and is empowered to issue bonds to pay for them. These lands, once acquired, -shall boa part of the domain of the United States and may ? be disposed of as sach. IT iL.
